Basis for consideration of transfer to primary school teacher grade II?

I have been working as a librarian for 10 years. In 2017, I was considered for a change in my professional title to primary school teacher (intermediate level). In 2019, I got a bachelor's degree in primary education but it was not until 2022 that I was eligible for the third-grade primary school teacher regime. May I ask, is the time I spent working as a librarian counted as the time I held the rank to be considered for a transfer to a second-grade primary school teacher?

According to regulations, officials with higher achievements in professional activities recognized by competent authorities will be given priority. I achieved the title of excellent homeroom teacher at the district level 5 years ago and if this year I achieve the title of excellent teacher at the school level, will my achievements at the district level be counted, or will only the achievements of the most recent year be counted? The criteria and conditions for consideration of promotion to the professional title of Primary School Teacher Grade II (code V.07.03.28) are implemented according to the provisions of Article 5 of Circular No. 13/2024/TT-BGDDT. Including the condition: "Meeting the requirements on the time holding the professional title of Primary School Teacher Grade III (including the time holding the equivalent rank) according to the provisions of Clause 4, Article 2 of Circular No. 08/2023/TT-BGDDT...".

The time counted towards the time holding the professional title of Primary School Teacher Grade III (code V.07.03.29) is implemented according to the provisions in Clause 2, Article 13 of Circular No. 13/2024/TT-BGDDT.

In addition, according to the Government 's regulations in Decree No. 115/2020/ND-CP dated September 25, 2020 on recruitment, use and management of civil servants: When a civil servant changes a job position where the current job title does not match the requirements of the new job position, the competent authority shall consider transferring the job title (Clause 1, Article 30) and must ensure the principle of considering transferring from one job title to another corresponding to the same level of job complexity according to the requirements of the job position (Clause 1, Article 29).

Officials considered for a change in professional title must meet the standards for the transferred professional title (Clause 2, Article 30).

Thus, in your case, you need to contact directly the competent authority to appoint, transfer professional titles, and promote professional titles of primary school teachers according to local hierarchy to get specific and satisfactory answers.
