On the morning of September 23, continuing the agenda of the 49th session, the National Assembly Standing Committee reviewed reports of Government members, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy , and State Auditor General on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.
Presenting a report summarizing the content of the review of the above reports, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh acknowledged that the agencies have completed legal regulations on finance, investment, business and tax, helping to remove difficulties for production. Monetary policy tools are flexibly operated, contributing to controlling inflation and promoting growth. The stock market has implemented solutions in a healthy, safe and sustainable direction.
However, the issuance of policies to support businesses and business households is still slow. Urban land management, planning and use still have many shortcomings, and the land database is slow to be built. The effectiveness of the fight against smuggling and trade fraud, especially in e-commerce, has not met requirements.

In the social sector, the quality of people's health care and education at all levels has improved. The tourism industry has recovered strongly. The problem of shortage of drugs and medical supplies has been basically resolved.
However, Director Duong Thanh Binh emphasized that the quality of education is not uniform among regions; there is still a local surplus or shortage of teachers. The overload situation at upper-level hospitals has not been resolved, the quality of medical examination and treatment has not met the demand. The results of social housing development have not met expectations.
Regarding the organization of the apparatus and the legal and judicial fields, Mr. Duong Thanh Binh stated that the organization of the apparatus has been completed, ensuring effective and efficient operations. The quality of adjudication of all types of cases has been improved, especially corruption and economic cases. However, the debt situation and slow issuance of documents detailing the implementation of laws and ordinances have not been resolved. The implementation of inspection conclusions has not been effective and the number of cases pending in the next period is still high. The rate of settlement of civil and administrative cases has not met the requirements.
In the coming time, Chairman Duong Thanh Binh proposed that the National Assembly issue a new resolution to continue supervising the implementation of old resolutions, and at the same time terminate the effectiveness of tasks that have been completed or are no longer appropriate; at the same time, request the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit to supplement and complete the report, update illustrative data and clearly state specific solutions and recommendations to better implement the National Assembly's resolutions in the coming time.

In his comments to complete the report, Chairman of the Economic and Financial Committee Phan Van Mai suggested focusing on evaluating the effectiveness of economic, financial and monetary policies, especially tax incentive policies. “If tax reduction does not meet the expectation of promoting development, it will drain the country’s resources. The audit has made many recommendations, which are very correct and very accurate, but the effectiveness of implementation is still limited,” said Mr. Phan Van Mai.

Expressing concern about the serious deviations in school behavior recently, Chairman of the Culture and Society Committee Nguyen Dac Vinh suggested special and stronger solutions, when "persuasion is not enough". According to him, students who are not well educated in school will have more serious consequences when they enter the workforce. We always want to give students the most appropriate treatment, but recently there have been many cases of very large deviations, Mr. Nguyen Dac Vinh worried.
Emphasizing that supervision is one of the three pillars of the National Assembly's work, National Assembly Chairman Tran Thanh Man proposed reviewing the implementation of a series of issued resolutions to see which contents have not been completed; clearly recommending deadlines and specific requirements. Taking the example of social housing development, the National Assembly Chairman commented that this is a major policy with profound social impacts, high actual demand, but no ability to pay. "Supervision work must clarify this problem and propose solutions," commented comrade Tran Thanh Man.
