The Government Standing Committee welcomed the Ministry of Construction's initiative in proposing the expansion plan, and noted that to ensure effective investment in the entire route, it is necessary to study many options, calculate carefully, ensure state interests, and avoid loss, negativity and corruption.

Previously, of the 24 expressway sections planned for investment under the PPP model, only 3 sections were implemented. Currently, there are many interested investors participating, which is considered a positive signal by the Government Standing Committee.

The Ministry of Construction proposed to prioritize expanding the route sections to 6 lanes according to the plan, initially focusing on the Hanoi - Ho Chi Minh City section of about 1,144 km. In particular, the My Thuan - Can Tho - Ca Mau section (149 km) has not been considered for expansion due to low transportation demand and difficulties in construction and materials.

To mobilize social resources, the project will be implemented under the PPP method, BOT contract. After the Politburo issued Resolution 68 on private economic development, 10 enterprises expressed interest in participating.
