Hoang Dieu Port is the main port associated with the image of Hai Phong - the Port City, located on the banks of the Cam River, built by the French in 1874, and is one of the three ports of Hai Phong Port Joint Stock Company. For Hai Phong people, Hoang Dieu Port is considered Hai Phong Port even though for many years, Hai Phong Port Joint Stock Company has expanded its operations to many other areas such as Dinh Vu, Lach Huyen...

When built, Hoang Dieu port had a warehouse and a synchronous loading and unloading equipment system, so it had few competitors until the end of the 20th century. In addition, Hoang Dieu port is currently the only port in the country with a railway directly connected, synchronously with the national railway (Hai Phong - Hanoi - Viet Tri - Lao Cai).

According to the assessment of the Ministry of Transport , this is the port with the lowest freight cost among the current ports in Hai Phong, playing an important role in the socio-economic development of the region when 52% of general cargo (non-container) and 73% of imported goods of the region pass through this port.

However, the port city's 150-year-old port is about to end its operational mission. According to the plan, Hoang Dieu port will have to give up land area for urban space development, prioritizing public service works, trees, offices, and commerce. Regarding road traffic planning, Nguyen Trai bridge will be built across Cam river, parallel to Hoang Van Thu bridge, which was built before.

The reason for moving Hoang Dieu port is because the port has a super prime location between the center of the old Hai Phong city and the new administrative center which will become Thuy Nguyen city in the future. The Hai Phong City People's Council has officially voted to approve the investment policy of more than 6,300 billion VND to build Nguyen Trai bridge across Cam river and renovate the surrounding urban area.

According to Tien Phong reporter , Hoang Dieu port is organizing the demolition of some constructions to clear the land in some areas to hand over to the city to start the construction of Nguyen Trai bridge. According to calculations, Hoang Dieu port has more than 300,000 m2 of land subject to recovery.

When Nguyen Trai Bridge was started to cross the Cam River with a clearance of 25 m, wharves 1, 2, 3 were directly affected due to clearance limitations. And then, all the remaining wharves of Hoang Dieu port will not be able to continue to operate according to their design capacity.

According to a report by Hai Phong Port Joint Stock Company, site clearance is facing many difficulties because the port still has many long-standing backlogs of goods in 4 warehouses and many port yard areas. These backlogs are all goods that have not been cleared through customs, with a volume of 'about more than 5,000 m3.

The longest-storage batch was from 2008 and belonged to Vinashin Import-Export Company. In addition, there were a series of excavators, cranes, small trucks, steel plates, rolled steel sheets and more than 900 other packages that were stored at these port warehouses from 2010 to 2023.

Faced with the land reclamation plan, the leaders of Hai Phong Port Joint Stock Company proposed that the city have a plan to relocate the remaining cargo on the port site. At the same time, consider providing severance pay for workers, phase in land reclamation, relocate the wharves, and have time to improve the capacity to receive ships and cargo of the affiliated ports when relocating Hoang Dieu port.

Chairman of Hai Phong City People's Committee Nguyen Van Tung agreed to postpone the approval of the plan to support unemployed workers so that businesses can complete the arrangement procedures; requested Hai Phong Port to coordinate with Ngo Quyen District to hand over the site to the construction unit, especially the site for construction commencement; assigned Ngo Quyen District People's Committee to notify agents, shipping lines and cargo owners with backlogged shipments to proactively contact Hoang Dieu Port One Member Co., Ltd. to move goods and assets out of the port's warehouses.

Hoang Dieu Port is located on the Cam River, about 16 km from the estuary, built by the French with 6 large warehouses, so it is often called Sau Kho Wharf. The port is 1,717 m long, with a total warehouse area of ​​31,320 m2, a cargo yard of 163,000 m2 and a system of auxiliary works, mainly receiving bulk cargo for industrial, agricultural and construction production of the northern provinces and cities.

In early 2017, the Hoang Van Thu bridge was started by Hai Phong city and inaugurated after 2 years of construction. The project crosses wharfs 10 and 11 and affects the operation of wharf 9. Hai Phong Port Joint Stock Company had to temporarily stop operating these 3 wharves to serve the construction of Hoang Van Thu bridge.
