Deputy Prime Minister Tran Luu Quang signed Decision No. 209/QD-TTg of the Prime Minister approving the plan to reduce and simplify regulations related to business activities under the management scope of the Ministry of Industry and Trade in 2024.
Specifically, the Prime Minister cut and simplified 13 administrative procedures related to two areas under the management of the Ministry of Industry and Trade.
In the chemical sector, the Prime Minister abolished 3 procedures: Granting, re-granting, and adjusting DOC and DOC - PSF chemical production licenses.

10 administrative procedures in the field of trade promotion have been reduced and simplified, including:
1- Procedures for Notification of Promotional Activities: Reduce administrative procedures for notification of promotional activities for 05/07 forms of promotion (including forms specified in Clause 8, Article 92 of the Law on Commerce, in Articles 8, 9, 10, 11 of Decree No. 81/2018/ND-CP dated May 22, 2018 of the Government detailing the Law on Commerce on trade promotion activities).
2- Procedures for Notifying of amendments and supplements to promotional program content: reducing administrative procedures for notifying of amendments and supplements to promotional program content for 05/07 promotional forms (including forms specified in Clause 8, Article 92 of the Commercial Law, in Articles 8, 9, 10, 11 of Decree No. 81/2018/ND-CP).
3- Registration procedure for promotional activities for lucky promotion programs implemented in a province or centrally-run city: Reduce 01 component of administrative procedure documents (01 uncertified copy of documents on the quality of promotional goods according to the provisions of law).
4- Procedure for Registration of amendments and supplements to the content of a lucky promotion program implemented in a province or centrally-run city: Change the signatory on the administrative procedure form to "Business representative".
5- Registration procedure for promotional activities for lucky promotion programs implemented in 2 or more provinces or centrally-run cities and promotional programs in other forms: Reduce 01 component of administrative procedure dossier (01 uncertified copy of documents on the quality of promotional goods according to the provisions of law).
6- Procedure for Registration of amendments and supplements to the content of lucky promotion programs implemented in 2 or more provinces or centrally-run cities and promotion programs in other forms: Change the signatory on the administrative procedure form to "Enterprise representative".
7- Procedures for Registration of organization of trade fairs and exhibitions in Vietnam: Reduce 01 component of administrative procedure dossier (01 uncertified copy of Business Registration Certificate, Investment Registration Certificate, Establishment Decision or other decisions with equivalent legal value according to the provisions of law).
8- Procedures for Registration of organizing trade fairs and exhibitions abroad: Reduce 01 component of administrative procedure dossier (01 uncertified copy of Business Registration Certificate, Investment Registration Certificate, Establishment Decision or other decisions with equivalent legal value according to the provisions of law).
9- Procedure for Registration of amendments and supplements to the content of organizing trade fairs and exhibitions in Vietnam: Change the signatory on the administrative procedure form to "Enterprise representative".
10- Procedure for Registration of amendments and supplements to the content of organizing trade fairs and exhibitions abroad: Change the signatory on the administrative procedure form to "Enterprise representative".
The Prime Minister assigned the Ministry of Industry and Trade and relevant ministries and branches within their authority to be responsible for implementing the contents and deadlines specified in the Plan to reduce and simplify regulations related to business activities approved by the Prime Minister above.
During the implementation process, the Ministry of Industry and Trade shall proactively detect and promptly amend, supplement, replace or abolish, cancel relevant regulations under its authority or submit to competent authorities for consideration and decision on Laws of the National Assembly, Decrees of the Government, Decisions of the Prime Minister containing regulations related to business activities that need to be amended, supplemented, replaced or abolished, canceled to implement the plan to reduce and simplify regulations related to business activities approved by the Prime Minister.
