General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh , Standing member of the Secretariat Tran Cam Tu, and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien attended the program.
In particular, the program was attended by 250 delegates who were veteran revolutionary cadres, pre-uprising cadres, historical witnesses and outstanding meritorious people.
Speaking at the meeting, General Secretary To Lam expressed his emotion at meeting the representative delegates who have contributed to the revolution and are historical witnesses. General Secretary To Lam affirmed that the history of the Vietnamese nation is an immortal epic of indomitable will, ardent patriotism and the noble sacrifice of many generations. For nearly a century, under the correct and wise leadership of the Communist Party of Vietnam , our entire nation has united as one, overcome countless hardships and sacrifices, heroically fought against foreign invaders, won independence, freedom, national unification and maintained sovereignty and territorial integrity.
To achieve those great victories, millions of cadres, soldiers and compatriots fell under the rain of bombs and bullets, dedicating their youth and their whole lives to the revolutionary cause, to the independence and freedom of the Fatherland, to the happiness of the people. Their blood has colored the national flag, forged the strength of the nation's spirit and the strong desire to rise up.
General Secretary To Lam said that among the 250 delegates, there are veteran revolutionary cadres who are the oldest at 101 years old, and the youngest war invalids are 32 years old. The uncles, mothers, brothers and sisters are not only beautiful examples in the past but also bright examples in the present, having overcome disabilities, overcome all difficulties and losses, integrated into life, continued to contribute their strength and intelligence in labor, production, work, combat, study, contributing to protecting and building the homeland and country to become more and more prosperous.
General Secretary To Lam also emphasized that the tradition of "remembering the source of water when drinking" and "remembering the person who planted the tree when eating the fruit" is a valuable morality and tradition of the Vietnamese people. Over the past 78 years, our Party and State have always paid attention to leading and directing the work of gratitude to war invalids, martyrs and people with meritorious services to the revolution. To date, more than 9.2 million people with meritorious services have enjoyed preferential regimes and policies.
General Secretary To Lam also informed that in the first 6 months of 2025 alone, the Ministry of Home Affairs submitted to the Prime Minister to issue and award 325 more Certificates of Merit. Notably, in these historic days of July, 100% of the construction and repair of houses for people with revolutionary contributions were completed (about 34,000 houses, 3 months earlier than planned).
To continue to promote the work of caring for war invalids, sick soldiers, martyrs' families, and people with meritorious services to the revolution, in the coming time, General Secretary To Lam requested all levels, sectors, and localities to strongly promote the tradition of "remembering the source of water when drinking" and "remembering the person who planted the tree when eating the fruit"; thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress and Directive No. 14/CT-TU of the Secretariat on continuing to strengthen the Party's leadership over the work of people with meritorious services to the revolution; and identify the care and implementation of preferential policies for people with meritorious services to the revolution as a regular and long-term duty and task of the entire political system and society.
General Secretary To Lam also requested all levels, sectors and localities to review, complete and well implement preferential policies for people with revolutionary contributions; proactively grasp the situation, "reasonably" resolve proposals, thoughts, aspirations and legitimate rights of people with revolutionary contributions and their relatives; step up the search and collection of martyrs' remains; expand and promote international cooperation, exchange and provide information on martyrs and martyrs' graves; allocate an increase in the state budget by promoting the mobilization and diversification of social resources for the work of people with revolutionary contributions...
At the meeting, Minister of Home Affairs Pham Thi Thanh Tra reported comprehensively on the work of caring for people with revolutionary contributions, on the results after 78 years of implementing President Ho Chi Minh's teachings on caring for and implementing well the policy of gratitude towards people with revolutionary contributions and their relatives.
According to the leader of the Ministry of Home Affairs, from 2024 to now, more than 7,000 backlog cases have been basically resolved, including more than 2,400 martyrs and more than 2,700 war invalids and people enjoying policies like war invalids recognized by the Prime Minister. The preferential subsidy standard in 2025 increased by more than 70% compared to 2021, contributing to significantly improving the lives of people with meritorious services.
Over the past nearly 2 years, the whole country has supported the construction and repair of houses for people with meritorious services, basically completing over 41,800 houses, from the state budget of 1,970 billion VND and sources mobilized and supported by organizations and individuals...
