Innovation Index: A measure of local socio-economic conditions

The Ministry of Science and Technology has just announced the Provincial Innovation Index (PII). This is the first time this index has been published and the ranking has relatively accurately reflected the current status of the socio -economic development model based on science, technology and innovation of 63 provinces and cities in 2023.

Meet international standards

Deputy Minister of Science and Technology Hoang Minh said that in 2022, the Innovation Index was piloted with 20 localities. After the results were obtained, the Government assigned the Ministry of Science and Technology to develop a local-level Innovation Index nationwide from 2023. Accordingly, the PII was built closely following the structure of the Global Innovation Index (GII) published annually by the World Intellectual Property Organization and used by the Government in management and operation since 2017.

The index set includes 52 component indicators, built to reflect a realistic, overall picture of the current status of the socio-economic development model based on science, technology and innovation of each locality.

According to the Ministry of Science and Technology, PII has a wide and comprehensive scope on socio-economic development based on science, technology and innovation of localities. Therefore, the index is a tool for each locality to examine in detail the aspects of "output, input", clearly identify strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation.

Since December 2023, independent international experts (introduced by the World Intellectual Property Organization) have conducted an assessment of the methods, data, techniques, and calculation models of Vietnam's PII 2023 Index. The assessment results show that the index meets international quality standards in terms of statistics and methodology. The calculation process has clear steps and closely follows the process, based on best practices applied by the European Commission, the United Nations, and a number of other international organizations.

Scientific basis for policy implementation

According to the announced results, the 10 localities with the highest PII Index 2023 in the country (in order from high to low) include: Hanoi (62.86 points), Ho Chi Minh City (55.85 points), Hai Phong (52.32 points), Da Nang (50.70 points), Can Tho (49.66 points), Bac Ninh (49.20 points), Ba Ria - Vung Tau (49.18 points), Binh Duong (48.64 points), Quang Ninh (48.03 points), Thai Nguyen (47.75 points). The locality with the lowest score, ranked 63rd, is Cao Bang (22.18 points); above Cao Bang are Lai Chau (22.78 points), Gia Lai (25.83 points), Ha Giang (26.14 points)...

According to Deputy Minister of Science and Technology Hoang Minh, Hanoi ranked first in the country in both output and input innovation rankings thanks to leading 14/52 component indexes. Hanoi scored high in research and development, innovation, including investment in human resources, spending on research and development, and the number of science and technology organizations. Ho Chi Minh City ranked second, with 12/52 component indexes having high scores because of its policies to support small and medium enterprises, digital infrastructure; high rate of enterprises with research and development activities and high rate of enterprises with innovation activities, and a number of intellectual property products.

The assessment results show the consistency and similarity between the PII 2023 results and the socio-economic development status of localities. The leading localities are those with favorable natural and geographical conditions (in the Red River Delta and Southeast regions), with industry, construction and services accounting for a high proportion in the economic structure, with many industrial parks, developed infrastructure, and strong science and technology and innovation activities. On the contrary, the bottom group are those with limitations in socio-economic development, with geographical locations and natural conditions that are not favorable for the development and application of science and technology and innovation in socio-economic development (in the Central Highlands, midlands and northern mountainous regions).

Minister of Science and Technology Huynh Thanh Dat said that PII is a quantitative tool describing the current status of the socio-economic development model based on science, technology and innovation to support and promote the development of each locality. “The PII 2023 report is a useful document, providing a scientific and practical basis for leaders at all levels to make decisions, build and implement policies to promote development, as well as provide useful information on the investment environment and resource conditions for production and business activities in localities,” Minister Huynh Thanh Dat emphasized.

PII 2023 is ranked according to 6 socio-economic regions. Localities in the Red River Delta have the highest average score (45.17 points), followed by localities in the Southeast region (44.81 points). Localities in the North Central, Central Coast and Mekong Delta regions have similar average scores, 36.96 points and 36.36 points, respectively. The Central Highlands, midlands and northern mountainous regions have almost the same low scores, 32.72 points and 32.19 points, respectively. The index also provides a list of leading localities in each region and analyzes and evaluates them by income group.
