According to the report of the Department of Home Affairs, after more than 2 months of operating the two-level local government model after the administrative unit arrangement, the governments of 124 communes and wards in the province have operated smoothly and efficiently, meeting the requirements.

Previously, following the direction of the Provincial People's Committee, the Department established 8 special working groups to grasp the operation of the government apparatus at the grassroots level. The inspection and monitoring period was from August to early September. The results showed that the organization and implementation of the apparatus; management, arrangement, assignment of cadres, civil servants, and public employees (especially civil servants in charge of the fields of finance, land, information technology, public administration centers, etc.); administrative reform, document digitization and implementation of policies for cadres, civil servants, public employees, and non-professional workers   carried out in accordance with the provisions of law.

However, there are still many difficulties due to lack of facilities and equipment for work; the staff and civil servants in communes and wards are currently lacking compared to the assigned number of positions, especially in key positions such as finance - accounting, land, information technology, military , health, education and some other specialized fields; administrative reform and application of information technology have achieved certain results but still reveal many limitations and inadequacies...

The working groups have fully absorbed the recommendations and proposals of the localities, reported and proposed to the Provincial People's Committee to recommend the Central agencies to direct provincial agencies and units to have mechanisms, policies and orientations to remove difficulties and obstacles, ensuring that the grassroots government operates smoothly and seamlessly to best serve the people and businesses.
