Proactively prevent and stop violations early and from afar

Inspecting party organizations and party members when there are signs of violations is a particularly important task, contributing to building a clean and strong Party, consolidating people's trust in the leadership of the Party and the State. Therefore, in recent years, Party committees and inspection committees at all levels of the Quang Ninh Provincial Party Committee have regularly paid attention to leading the good implementation of this task. Thereby promoting education , humanity, and strictly maintaining Party discipline and order.

Right from the beginning of the term, the Provincial Party Committee Standing Committee directed the Provincial Party Committee's Inspection Commission to step up guidance for Party committees and lower-level Inspection Commissions in inspection and supervision work, ensuring proper functions, tasks and authority according to regulations. In particular, it promoted self-inspection and supervision at units to limit violations from the grassroots level; issued regulations on coordination between the Inspection Commission and Party organizations, advisory and support agencies of Party committees, and law enforcement agencies. At the same time, it increased the implementation of unscheduled, regular, and unannounced surveys and supervisions; proactively detected violations when they first arose to correct, rectify, handle and overcome them promptly. Along with that, the Provincial Party Committee also directed to strengthen forms of review, grasp the situation, survey and urge the Standing Committee of Party committees and leaders in implementing resolutions, directives and conclusions of the Party.

From 2011 to the end of 2023, the whole province has conducted inspections when there were signs of violations against 193 party organizations and 976 party members. Through inspections, it was concluded that 35 party organizations and 671 party members had violations and had to be disciplined, and 39 party organizations and 446 party members were disciplined.

The main violations of party members are related to the principles of Party organization and activities, policies and laws of the State; lack of responsibility in performing duties and tasks according to authority; violations of qualities, ethics, lifestyle; awareness and discipline in speaking; economic management, mineral resources and land management; finance, banking, investment, basic construction; violations of the principle of democratic centralism; policies and laws; loss of internal solidarity; corruption, waste; intentional violations of the implementation of things party members are not allowed to do; family planning... The main causes of violations of party members are lax management; lack of understanding of the law, resulting in incorrect application of policies; lack of training, decline in qualities, ethics and lifestyle.

As for violations by Party committees and organizations, they are mainly related to the implementation of resolutions, directives, regulations, and conclusions of the Party; State policies and laws; violations of the principle of democratic centralism; loss of internal solidarity; lack of responsibility for violations occurring in the unit; personnel work; practicing thrift, fighting waste; implementing working regulations... The causes of violations are due to Party committees and organizations being lax in leadership and direction, lacking in inspection and supervision, allowing violations to occur; lax in leadership of inspection and supervision work; violations of working regulations, implementing democracy at the grassroots level...

In particular, the Inspection Committees at all levels in the province have scientific and practical inspection plans and measures, regularly coordinate with departments and branches, proactively detect signs of violations and inspect a large number of organizations and party members; increasingly have experience in grasping, selecting, identifying, and processing information on signs of violations to decide on the content and objects of inspection and have focused and key inspections. Through each term, the number of inspected party members found to have violated increases... From the results, it can be seen that the expertise and experience in inspecting party organizations and party members with signs of violations of the Party Committees and Inspection Committees at all levels in the province are increasingly improved.

After the inspection concludes that there are violations, the Party Committees at all levels resolutely direct the Party organizations and Party members involved in the violations to conduct serious self-criticism, recover economic resources and thoroughly handle the work of cadres, Party discipline in line with administrative discipline and organization discipline according to regulations. The inspection of Party Committees, Party organizations and Party members with signs of violations not only helps to raise the awareness and responsibility of Party organizations and Party members in complying with Party discipline, has the effect of preventing and preventing violations, preventing degradation in political ideology, ethics and lifestyle of a number of cadres and Party members, but also helps to strengthen the Party organization, recover lost assets, and illegally appropriated assets.
