President Luong Cuong: Phu Tho Party Committee needs to maintain solidarity and high unity in perception and action.

On the morning of September 30, at the Phu Tho Provincial Arts Center, the Phu Tho Provincial Party Committee solemnly held the Opening Ceremony of the 1st Congress of Delegates, term 2025 - 2030. Also attending the congress were comrade Ngo Van Du, former member of the Politburo, former Chairman of the Central Inspection Commission ; Deputy Prime Minister Bui Thanh Son; Party Central Committee members who are leaders of central and local departments, ministries, branches.

In particular, the Congress welcomed the participation of 500 official delegates representing more than 257,000 party members selected from 152 party committees under the merger of Vinh Phuc, Phu Tho and Hoa Binh provinces.

With the theme "Building a clean and strong Party organization and political system in all aspects; promoting the strength of solidarity and cultural traditions of the homeland; pioneering in innovation, creativity, and digital transformation; creating breakthroughs for rapid and sustainable development, together with the whole country being self-reliant, confident, and advancing strongly in the era of national development", the Congress focused on assessing the results of the implementation of the Resolution for the 2020-2025 term; setting out goals, tasks, and solutions for the 2025-2030 term; and at the same time discussing and contributing opinions to the draft documents of the 14th National Congress of the Party and the documents of the 1st Congress of Delegates of Phu Tho province, term 2025-2030.

Making Phu Tho one of the growth poles of the Capital region

Speaking at the opening of the Congress, Secretary of the Phu Tho Provincial Party Committee for the 2020-2025 term Dang Xuan Phong emphasized that the 1st Provincial Party Congress for the 2025-2030 term has great significance, marking a milestone opening a new development period for Phu Tho province after the merger, and at the same time requested the delegates to promote the revolutionary tradition of the homeland, uphold the spirit of responsibility, concentrate their intelligence, and well implement the proposed content and program.

According to the political report presented at the Congress, in the 2020 - 2025 term, although there were still some limitations, inadequacies and shortcomings, the Party Committee, government and people of the three provinces of Phu Tho, Vinh Phuc, Hoa Binh before the merger and Phu Tho province today have promoted the tradition of solidarity, unity, determination to strive, always closely following and strictly complying with the leadership and direction of the Party Central Committee, the National Assembly and the Government; correctly and accurately identified the breakthroughs and key tasks to implement the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congresses for the 2020 - 2025 term; issued many appropriate mechanisms and policies to exploit and promote potential advantages; proactively and creatively implemented synchronously and comprehensively the tasks,... thereby achieving many important results, basically completing the targets set by the Congress.

The work of building the Party and the political system has achieved many important results, in which Phu Tho has resolutely, comprehensively and synchronously implemented the Central Committee's policies and decisions on reorganizing the political system in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency. Seriously carry out the work of fighting, preventing and repelling the degradation of political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party; strictly handling degraded Party organizations and Party members who violate Party discipline and State laws. Inspection and supervision work has been strengthened, gradually tightening discipline within the Party. Mass mobilization work of the political system continues to innovate in content and methods of operation, focusing on the grassroots.

The economy has many improvements, the average economic growth rate is estimated at 7.5%; higher than the period 2016 - 2020 (7.0%/year) and higher than the national average. The economic scale in 2024 will reach 390 trillion VND, ranking 6th in the country. GRDP per capita is estimated at 105.2 million VND (1.48 times higher than in 2020). Annual capital disbursement is over 95% of the plan assigned by the Prime Minister. Resource mobilization for investment has grown quite well, increasing by an average of 13.6%/year.

Culture, society and people have made many advances, contributing to promoting and spreading the cultural space of the land of the ancestors and the ancient Vietnamese people. Education and training continue to be innovated in a fundamental and comprehensive direction, the quality of human resources continues to be improved. The health care system, people's health care, and disease prevention have made positive developments. Social security and social welfare are given attention. People's lives have improved. Policies for people with meritorious services, social protection, ethnicity, and religion have been well implemented, contributing to strengthening the great national unity bloc.

National defense and security are guaranteed and stable. Attention is paid to building the potential and the national defense posture associated with the people's security posture and solid defense areas. Political security is maintained, social order and safety are ensured. Many criminal gangs, economic crimes, corruption, high technology, smuggling; many complicated lines and gathering places of social evils have been destroyed.

The Phu Tho Provincial Party Committee sets a goal that by 2030, it will be one of the growth poles of the Capital region; become a center for industrial development, trade, logistics, tourism, healthcare, high-quality training and organize large cultural festivals associated with national origins; and a center for organizing national and international events.

The economy has a high growth rate, with science and technology, innovation, digital transformation, and the private economy as the main driving force; the infrastructure system is synchronous and modern. Cultural heritage is preserved and its value is promoted; society develops harmoniously, the ecological environment is clean, the quality of life is comprehensively improved, the people have high income, are civilized and happy; and play a pivotal role in ensuring energy security, national defense, security, and regional connectivity.

The political report also sets out 10 main targets, and identifies 6 key tasks, 3 breakthroughs and 4 groups of solutions for the 2025 - 2030 term. Of which, 3 breakthroughs are identified as: Promoting administrative reform, focusing on administrative procedure reform; Focusing on developing high-quality human resources; pioneering in the application of science and technology, innovation and digital transformation; Building a synchronous and modern socio-economic infrastructure with a focus on rapidly developing digital infrastructure, industrial park infrastructure, logistics infrastructure, intra-regional and inter-regional transport infrastructure and new urban infrastructure.

Speaking at the Congress, on behalf of the Party and State leaders, President Luong Cuong sent his best wishes to the leaders and former leaders of Phu Tho province through the periods; veteran revolutionaries; distinguished guests; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor, and official delegates attending the Congress.

The President assessed that the Phu Tho Provincial Party Committee has thoroughly grasped the Directives, conclusions and instructions of the Central Committee, the Politburo, the Secretariat and Central agencies on preparing for the organization of Party Congresses at all levels, towards the 14th National Party Congress; successfully led and directed the grassroots congresses, upper-grassroots congresses and commune-level congresses; ensured strictness, quality and the earliest completion in the country, creating an atmosphere of solidarity and high trust within the Party Committee and the people.

The President said that in the 2020-2025 term, the Party Committee, people of all ethnic groups and the Armed Forces of Phu Tho province have united, strived, inherited and promoted the achievements and good lessons of previous terms, strived to overcome difficulties and challenges, resolutely and creatively implemented and achieved important and comprehensive results in almost all fields, contributing significantly to the cause of building, developing and firmly protecting the beloved Vietnamese Fatherland.

Reviewing some outstanding achievements in Party building, as well as socio-economic development, security and defense of the province, on behalf of the Politburo, the President highly appreciated and warmly congratulated the great and comprehensive achievements that the Party Committee, government and people of all ethnic groups of Phu Tho province have achieved in the past term.

In a serious and frank spirit, the President pointed out the limitations and shortcomings of Phu Tho province in the past term, noting that these are issues that the Congress needs to focus on discussing and analyzing carefully, clearly and correctly identifying the causes, especially subjective causes; and recommending and proposing solutions to overcome them in the coming term.

Comrade Truong Quoc Huy was appointed to hold the position of Secretary of Phu Tho Provincial Party Committee.

To realize the goal of Phu Tho becoming a regional center of industry, trade, logistics, tourism, education and training by 2030; and becoming a centrally-run city by 2045, the President requested the Provincial Party Committee to maintain solidarity and high unity in awareness and action; continue to focus on leading and directing the organization of Party building and rectification and a political system that is truly clean and strong in politics, ideology, organization, ethics and cadres. In particular, it is necessary to focus on improving the leadership capacity and fighting strength of the Party organization in the Provincial Party Committee; linking the improvement of the quality of cadres with the quality of party members; the quality of cadres in charge, especially leaders with the quality of Party committee members; building a two-level local government that is truly streamlined, effective, efficient, close to the people; Effectively deploy information and propaganda work correctly and promptly, create high consensus in society, and strengthen the great national unity bloc.

The President requested the Phu Tho Provincial Party Committee to focus on effectively implementing strategic breakthroughs, including: Perfecting institutions; focusing on developing science, technology and digital transformation, creating a foundation for rapid and sustainable development; promoting the development of the private economic sector to truly become an important driving force of the economy; strengthening international integration, effectively attracting strategic investment capital, boosting exports and developing high-quality service industries; developing healthcare, education and promoting human resource training; in which, prioritizing training of technical, technological, logistics and digital transformation human resources in accordance with practical market needs; strengthening regional development linkages in the spirit of Resolution 11 of the Politburo "on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045".

Along with that, according to the President, it is necessary to continue to focus on leadership and direction to maintain political and social stability, closely and harmoniously connect economic, cultural and social development, environmental protection with strengthening national defense and security, improving the effectiveness of foreign affairs and international integration. Thoroughly grasp the spirit of not trading the environment, culture and social security for mere growth; develop in balance and harmony between regions in the province, ensure social security and progress, preserve the cultural identity of the province and ethnic groups, protect the ecology and use resources effectively. In the development process, it is especially necessary to thoroughly grasp the spirit: People are the center, the goal, the subject of all development strategies.

The President acknowledged and highly appreciated Phu Tho province for its early initiative in formulating a number of specialized resolutions of the provincial Party Committee on education and training development; on strengthening the protection, care, and improvement of people's health and developing the healthcare sector; on developing culture and people, preserving and promoting the cultural identity of ethnic groups in Phu Tho province; on exploiting and making the most of resources for investment and development... and comrades have set high development goals to strive to achieve.

The President emphasized that the success of the Congress is very important, but turning the will, aspirations and determination of the entire Party Committee, the entire people and the Armed Forces of Phu Tho province into reality is the success and desire of all.

The President suggested that, immediately after the Congress, the Provincial Party Executive Committee, Term I, should urgently and resolutely deploy and immediately implement the Action Program to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, closely, seriously, methodically, with clear objectives, responsibilities, resources, and a roadmap and timeline for completion. The tasks to be implemented in 2025 need to be focused on immediately, ensuring progress and quality so that people, cadres and Party members can clearly see the breakthrough changes of the Congress Resolution.

The President affirmed that the Central Executive Committee, the Politburo, and the Secretariat believe that the Party Committee, the government, the people of all ethnic groups, and the Armed Forces of Phu Tho province will continue to promote the tradition of patriotism, the spirit of great solidarity, the will to be self-reliant, the aspiration to rise up, and the determination to successfully implement the goals of the Resolution of the 1st Provincial Party Congress, building Phu Tho to be increasingly rich, civilized, and happy, worthy of being the sacred Hung King's Land, the origin of the Vietnamese nation, contributing with the entire Party, people, and army to successfully implement the two 100-year strategic goals.

At the Congress, the Central Organizing Committee announced the Politburo's Decisions on appointing the Party Executive Committee, the Provincial Party Standing Committee, the Secretary and Deputy Secretaries of the Phu Tho Provincial Party Committee for the 1st term, 2025 - 2030.

Accordingly, the Politburo decided: Comrade Truong Quoc Huy, Secretary of Ninh Binh Provincial Party Committee, was mobilized, assigned, and appointed to participate in the Executive Committee, Standing Committee, and hold the position of Secretary of Phu Tho Provincial Party Committee, term 2025 - 2030.

The Phu Tho Provincial Party Executive Committee consists of 97 comrades, the Provincial Party Standing Committee consists of 27 comrades.

The Central Organizing Committee also announced the Politburo's policy on mobilizing, assigning, and appointing Comrade Dang Xuan Phong, Secretary of the Phu Tho Provincial Party Committee, to participate in the Executive Committee, the Standing Committee, and hold the position of Secretary of the Ninh Binh Provincial Party Committee for the 2025-2030 term. Comrade Dang Xuan Phong will continue to direct and direct the entire Congress of Delegates of the Phu Tho Provincial Party Committee for the 2025-2030 term.
