Digital transformation, promoting women's innovation and legitimate enrichment

On September 30, the first Congress of Gia Loc Commune Women's Delegates (Hai Phong City), term 2025-2030, was selected by the Hai Phong City Women's Union as a model congress to gain experience, and identified two breakthroughs in the coming term: "Digital transformation in the Union organization, accompanying women to improve digital capacity" and "Promoting women to start businesses, innovate, and get rich legitimately".

Vice President of the Vietnam Fatherland Front Committee of the city, President of the Women's Union of Hai Phong city Pham Thi Thu Hien gave a speech directing the congress.

Recognizing and praising the results achieved by the Gia Loc Commune Women's Union in the past term, Vice Chairwoman of the City's Vietnam Fatherland Front Committee, Chairwoman of the Hai Phong City Women's Union Pham Thi Thu Hien and Secretary of the Gia Loc Commune Party Committee Dang Xuan Thuong requested the new Executive Committee of the Union to improve the quality of the organizational apparatus in the direction of streamlining and dynamism; strongly innovate the content and methods of operation, digital transformation in the management and organization of Union activities; build a team of union officials with qualities, ethics and capacity to meet the requirements of the Union's work in the new period; promote the initiative and creativity of union officials, arouse the internal strength and aspirations of women of all classes, effectively exploit resources to support the implementation of Union activities.

Commenting on the experience of organizing the congress, Chairwoman of the Hai Phong City Women's Union Pham Thi Thu Hien reminded the Women's Unions of 113 communes, wards and special zones in Hai Phong of some contents on preparing congress documents and conducting preparatory and official sessions scientifically and effectively. The political report must fully collect the results of implementing the resolutions of the term; have data and comparison; the direction of the new term needs to determine specific goals, targets and solutions; encourage the application of information technology in presenting political reports... The Hai Phong City Women's Union strives to complete the organization of grassroots congresses before October 25, 2025.

The congress was attended by 120 outstanding delegates representing more than 8,700 women's union members in the whole commune. The congress identified 5 key tasks and 2 breakthroughs in the 2025-2030 term. Of which, the 2 breakthroughs are: "Digital transformation in the Union organization, accompanying women to improve digital capacity" and "Promoting women to start businesses, innovate, and get rich legitimately".

In the 2025-2030 term, the Gia Loc Commune Women's Union has identified a number of targets such as: helping at least 9 women's households escape poverty and multidimensional near-poverty every year; striving to develop 30 new members every year; maintaining and improving the quality of the "3 have, 3 know" movement; supporting at least 18 households to meet the "5 have, 3 clean" criteria; registering and implementing 1 project on environmental protection; striving to have 90% of cases of domestic violence and gender-based violence detected by 2030, 100% of women and girls who are victims of domestic violence and victims of human trafficking returned to be detected, supported to access at least 1 basic support service or social assistance service...

In the 2021-2025 term, the Gia Loc Commune Women's Union has been proactive, creative, and innovative in its content and methods of operation, improving the quality of its activities. The union's work and the commune's women's movement have developed steadily, achieving and exceeding 9/10 targets set out in the resolution. The commune's Women's Unions at all levels have proactively taken the Campaign "Building a family of 5 no's, 3 clean's" as the core with many creative ways; maintaining effective models such as "Self-managed roads and streets"; "Women collecting and sorting waste from within the family", "Carrying baskets to the market", "Green house"... The commune's Women's Union has helped 48 families achieve 8 criteria of "5 no's, 3 clean's", contributing effectively to the implementation of the Campaign "All people join hands to build new rural areas". During the past term, the Union has developed more than 440 new members; supporting women to participate in socio-economic development through unsecured loans with a total outstanding loan balance of over 1,000 billion VND for 1,055 members to borrow for economic development; organizing 75 classes to transfer science and technology on cultivation and animal husbandry to members; giving nearly 600 gifts, mobilizing 580 working days to help build and repair houses for disadvantaged women's families; sponsoring 13 orphans and providing regular support... with a total amount of nearly 1 billion VND.

The Executive Committee of Gia Loc Commune Women's Union for the 2025-2030 term was introduced to the congress.

The 1st Congress of Gia Loc Commune Women's Union, term 2025-2030, announced the Decision of the Standing Committee of the Hai Phong City Women's Union to appoint the Executive Committee of the Gia Loc Commune Women's Union, term 1, consisting of 37 comrades; the Standing Committee consists of 9 comrades; appoint members of the Inspection Committee and the Chairman of the Inspection Committee. Comrade Nguyen Thi Nga, President of the Commune Women's Union for the term 2020-2025, was appointed to hold the position of President of the Commune Women's Union for the term 2025-2030. The Congress also announced the Decision of the Standing Committee of the City Women's Union to appoint 2 official delegates and 1 alternate delegate to attend the 1st Congress of Hai Phong City Women's Union, term 2025-2030.
