National Assembly Chairman: "Do not leave unfinished work for the next term"

(Dan Tri) - Emphasizing that at the 10th session, the National Assembly will pass a very large volume of laws and resolutions, but the National Assembly Chairman affirmed that all issues will be resolved, not leaving unfinished work for the next session.

This viewpoint was emphasized by National Assembly Chairman Tran Thanh Man when he delivered the opening speech at the 8th conference of full-time National Assembly deputies on the afternoon of September 29. The conference will take place over 2.5 days, giving opinions on 21 draft laws.

An important innovation is that this conference will not discuss each bill separately as usual. Instead, full-time National Assembly deputies will discuss in groups the following areas: Economy , finance; Culture, society; National defense, security, foreign affairs, supervision; Law, justice.

This regulation aims to create more flexibility for delegates to have more time to give comments, overcoming the situation of having to adjust the program when there is content that has no comments.

Citing General Secretary To Lam's request to identify legislative work as a "breakthrough of breakthroughs", not only stopping at overcoming overlaps, contradictions, and bottlenecks, but also having to go ahead, pave the way, and lead the country's development, the National Assembly Chairman asked delegates to discuss and carefully analyze new issues and regulations with different opinions in each draft law.

In particular, according to the National Assembly Chairman, it is necessary to evaluate whether the draft law has been built on the basis of new orientations, policies and directions of the Central Committee, the Politburo and the Secretariat in law-making work, especially the policies and guidelines in the 7 resolutions of the Politburo issued in the past 9 months.

According to the National Assembly Chairman, it is necessary to evaluate whether the draft laws have ensured the spirit of promoting decentralization and delegation of power, consistent with the policy of innovating thinking in law-making and organizing the two-level government apparatus.

The 10th session of the 15th National Assembly has a workload that is much greater than the recent historic 9th session, according to the National Assembly Chairman.

The National Assembly Chairman said that according to the convening document, the 10th session is expected to review and pass 45 laws and resolutions, but as of this morning, about 50 laws and resolutions have been updated.

“Although the workload is large, the spirit is that the 10th session will resolve all issues, not leaving unfinished work for the next National Assembly,” the National Assembly Chairman affirmed.

The National Assembly Chairman added that the 10th session will not be held in two sessions but will meet continuously, taking advantage of working at night, on Saturdays and Sundays, to complete the proposed program early.

This, according to the National Assembly Chairman, also creates conditions for agencies and localities to summarize the year, complete the end-of-term contents and preparatory work, towards the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
