This afternoon, September 28, at the National Assembly House, right after the official welcoming ceremony, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma of the Russian Federation Vyacheslav Volodin held talks.

National Assembly Chairman Tran Thanh Man expressed his pleasure at meeting again with Chairman of the State Duma of the Federal Assembly of the Russian Federation V. Volodin in Vietnam; recalled the good impressions of the official visit to the Russian Federation in September 2024. The National Assembly Chairman affirmed that the official visit to Vietnam by the Chairman of the State Duma of the Russian Federation is one of the important foreign affairs activities, contributing to further strengthening the close, trustworthy and effective relations between the two countries in general and enhancing cooperation on the parliamentary channel in particular, especially in the year the two countries celebrate the 75th anniversary of establishing diplomatic relations.

Affirming that Vietnam always attaches importance to the traditional friendship and comprehensive strategic partnership with the Russian Federation, National Assembly Chairman Tran Thanh Man expressed his delight at the positive developments in relations between the two countries in all fields over the past year. The National Assembly Chairman suggested that the Russian State Duma strengthen cooperation and coordination with the Vietnamese National Assembly, especially sharing experiences in implementing the "Smart Parliament" initiative, perfecting the legal basis, supporting and assisting agencies and organizations of the two countries to remove difficulties and obstacles, promoting cooperation between the two countries in all fields, especially in economics - trade, investment, energy, science - technology, education - training, culture and people-to-people exchange, etc.

Chairman of the State Duma of Russia V. Volodin thanked Chairman Tran Thanh Man, the leaders and people of Vietnam for their warm and thoughtful welcome; congratulated Vietnam on achieving impressive socio-economic development results and wished Vietnam to successfully implement the tasks set by the Communist Party of Vietnam to ensure a prosperous and well-off life for the people.

The Chairman of the Russian State Duma affirmed that he personally and the Russian State Duma always support promoting all-round cooperation with Vietnam, and is ready, together with the Vietnamese National Assembly, to support the two countries in continuously expanding new mechanisms and directions of cooperation.

Vice Chairman of the National Assembly Nguyen Khac Dinh, Chairman of the Vietnam - Russia Friendship Parliamentarians Group and Vietnamese delegates attended the talks.

National Assembly Chairman Tran Thanh Man and Chairman of the Russian State Duma V. Volodin acknowledged the important role of the Inter-Parliamentary Committee cooperation mechanism in supervising, urging and supporting the Government to effectively implement high-level agreements and commitments, especially the contents of the Declaration on major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new cooperation period, which was adopted within the framework of President Putin's State visit to Vietnam and General Secretary To Lam's visit to Russia.

Accordingly, the two sides expressed their willingness to coordinate more closely to continue to promote cooperation in the fields of economics, trade and investment, including the effective implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union. The two sides acknowledged the positive results achieved in the fields of energy, oil and gas, as well as in promoting cooperation in building a nuclear power plant in Vietnam.

National Assembly Chairman Tran Thanh Man thanked the Russian State Duma for promptly ratifying agreements on cooperation in oil and gas exploration and exploitation in Vietnam and Russia, which were signed by the two sides during General Secretary To Lam's visit to the Russian Federation.

National Assembly Chairman Tran Thanh Man and Chairman of the Russian State Duma V. Volodin agreed to deepen cooperation in the fields of humanities and education and training, including Russia training Vietnam in professions in which Russia has strengths and Vietnam has demand, and teaching Vietnamese in Russia and Russian in Vietnam.

Regarding parliamentary cooperation, the two sides agreed to support the specialized agencies of the two countries' National Assemblies to continue expanding, deepening and diversifying forms of contact to promptly exchange information and experience in legislative activities; welcome agencies, committees of the National Assembly, and friendship parliamentary groups to increase exchanges, cooperation and mutual support; closely coordinate to provide legal support to help Vietnam-Russia cooperation develop smoothly, bringing benefits and practical results to the people of the two countries.

On this occasion, National Assembly Chairman Tran Thanh Man proposed that the Russian State Duma and the Vietnamese National Assembly create a legal basis and favorable conditions for the Vietnamese community in Russia and the Russian community in Vietnam to live, study and do business in each country.
