However, in reality, over the past years, many people have been dissatisfied, even angry, because a number of cadres, civil servants, and public employees have not properly implemented the Party's guidelines and policies, the State's policies and laws; there have been many cases of abuse of power for personal gain, deliberately causing difficulties for people and businesses to have to give gifts and ask for favors... This is the main reason why people have lost confidence, caused "self-evolution", "self-transformation" and is an excuse for hostile forces to sabotage our Party and State.

That is the opinion of war invalid Cat Van Vinh (80 years old, in Doai Giap residential group, Son Tay ward, Hanoi city), and also the opinion of many people when we asked about the necessity of building a truly clean and strong Party and government, meeting the requirements of the tasks in the new era, the era of rising up, developing richly and prosperously of the Vietnamese people.

Discussing this issue on the occasion of the 80th anniversary of the August Revolution and National Day September 2, Colonel, veteran, pre-uprising cadre Tran Tieu (born in 1928 in Vinh Thanh commune, Yen Thanh district, now Hop Minh commune, Nghe An province; nearly 80 years of Party membership) expressed his enthusiasm: “In 1945, I participated in the revolution, planted the Viet Minh flag at the village communal house, then propagated, mobilized, and organized the people to fight for power in Vinh Thanh commune and Yen Thanh district. After the August Revolution succeeded, I mobilized people to participate in national salvation associations and directly taught “Popular Education”... Throughout 47 years of work and until now, I have always had absolute faith in the leadership of the Party, the policies and laws of the State. However, in the past, the Party's guidelines were implemented very seriously by the cadres and party members, so the people were really excited and confident. Later, due to the negative impact of the market mechanism, A group of "public servants" are opportunistic and pragmatic, unable to maintain their integrity, only like to do things that benefit themselves but do not have the spirit of serving the people, and do not strictly comply with policies and laws, causing people to lose confidence in the government, especially at the grassroots level.

When asked for evidence of officials not being exemplary in implementing policies and laws, many people answered: The reality is abundant and everyone knows it. The Party's resolutions and Party and State leaders have repeatedly pointed it out, and at the same time proposed solutions and required serious correction and improvement. However, there is still a situation where officials, civil servants and public employees lack the spirit of serving the people, and even engage in harassment and negativity.

The bad and wrongdoings of "public servants" that many people have reported are: Words do not match actions; lying to superiors, deceiving subordinates, flattering superiors, bullying subordinates; lack of respect and not caring about resolving legitimate and legal petitions of the people; unfairness in handling work, too biased towards relatives, family members, and people "using the back door"; lack of exemplary performance of duties and responsibilities, giving themselves "special priority"; not enthusiastically doing things that are not beneficial to them (and vice versa)...

There are many examples of acts that are not worthy of being called "public servants", making people not "convinced", even indignant, such as: Officials' families with several plots of land, including encroached land, were still granted "red books" very quickly, while ordinary people's families, despite the land having a clear origin, were still "tortured" and not granted; children and grandchildren of many officials were "exempted" from performing military service, were given invitations to events that were not their members, while many people with real contributions were forgotten; rewards (medals, certificates of merit...) for groups were often delayed because the support department "soaked" them, had to meet and ask for help to receive them; people had to wait in line for their turn to do administrative procedures, but sometimes someone cut in line and was "prioritised" to be resolved first...

These are small things that happen regularly, but there are many big things, violations by some cadres, civil servants, and public employees, even intentionally causing difficulties so that people and businesses have to bribe, lobby, and "grease the wheels" to get things resolved, while relatives and acquaintances of cadres are given "special priority" (such as examining war invalids and sick soldiers, bidding, recruitment, appointment...), making people feel worried and indignant, and hostile forces use that as an excuse to exaggerate, accuse, and sabotage our regime.

According to Colonel and veteran Tran Tieu: “The Party and State need to resolutely fight, prevent, and eliminate cadres, party members, civil servants, and public employees who are not worthy of being “public servants,” who do not work for the people, the country, or the collective, but only for personal gain. It is these people who have caused the danger of “self-evolution,” “self-transformation,” and hindered the country’s development. If the “public servants” are all good and correctly implement the Party and State’s policies and laws, no enemy can oppose them, because our people all see that the Party’s policies and guidelines are correct and are always united and wholeheartedly follow the Party. The problem is that a large number of those responsible for implementation have deliberately done wrong, so we must resolutely purge and overcome these “broken bridges” so that the Party’s will is always in line with the people’s will.”

How to eliminate "fake public servants" and "broken bridges"? The fundamental solution proposed by many people is: "Only with food can we uphold morality" - first of all, we need to pay attention to and ensure the lives and incomes of cadres, civil servants, and public employees so that they can truly feel secure in their work, without the pressure of "food, clothing, rice, and money". Next, we must expand the publicity and transparency of regimes, policies, and regulations on the rights, responsibilities, and obligations of cadres, civil servants, and public employees; at the same time, we must strengthen inspection and supervision work, especially promoting the supervisory role of the people in many forms, setting up hotlines and email boxes to send, receive, and resolve complaints conveniently and objectively; have strict reward and punishment regulations with enough deterrence to prevent violations and encourage and motivate those who perform well.

In the work “Reforming the way of working” written in 1947, Uncle Ho pointed out: We must vigorously criticize and self-criticize; we must resolutely practice discipline; “Wherever there are mistakes, whoever makes mistakes, we must immediately correct them. Resolutely fight against favoritism and concealment”; “If we control skillfully, all the shortcomings will be exposed; moreover, if we check skillfully, the shortcomings will definitely be reduced later”...
