Motivation for female cadres in the fence
From a border commune more than 180 km from the provincial center, comrade Do Thi Huong (in the photo), member of the Provincial Party Committee, Secretary of the Pa Vay Su Commune Party Committee, is one of the few female ethnic minority delegates to attend the 1st Provincial Party Congress. For her, this is not only an honor and pride, but also a responsibility to represent the people in the border area to send their expectations to the important forum of the Party Committee.
He shared his appreciation for the discussions on the content of socio -economic development in remote and isolated areas. Also at the discussion group, he discussed the topic of developing transport infrastructure in mountainous and border communes; emphasizing that this is an important driving force to promote socio-economic development, ensure local security and defense. Thereby, he hopes to continue to have investment decisions to improve infrastructure, create conditions for people in border areas to enjoy more development policies, and narrow the regional gap.
Comrade Huong shared that when becoming the female Party Secretary of a border commune, the biggest difficulty is the challenge of courage, capacity and belief. Because in the area, people's lives are still difficult, customs and practices are diverse, so creating consensus is not simple. Therefore, the orientations and decisions from the Congress will be made to convey the resolutions to the people.
Looking at the Party flag and the national flag fluttering in the premises of the Provincial Party Congress, Comrade Do Thi Huong remembered the border marker of her hometown, where the ethnic people of Pa Vay Su commune guarded every forest and mountainside every day. She carefully kept the documents of the 1st Provincial Party Congress. This was not only her own luggage, but also the belief she brought back to her village so that she could work with the people to build a new path, where each ethnic group continued to accompany her on the common development journey of the province.

Youngest delegate of the Congress
Delegate Nguyen Hai Duong (in photo), Secretary of the Party Committee of Quan Ba Commune, born in 1992, PhD in Economic Management is the youngest delegate at the Provincial Party Congress. This is also the first congress he has the honor of being an official delegate.
For nearly 10 years in the Party, through many different positions, in which, in the position of Provincial Youth Union Secretary, Comrade Nguyen Hai Duong has acquired for himself solid knowledge from the practice at the grassroots. Besides, he also constantly improves his knowledge and professional qualifications. In the role of Provincial Youth Union Secretary, in addition to directing the implementation of tasks on Youth Union work and youth movements, he always pays attention and closely directs the work of fostering excellent Youth Union members, creating a source of Party member development among Youth Union members, students and pupils in the province. In the role of Party Committee Secretary, Chairman of the Commune People's Council, he has resolutely directed the arrangement of the organization of the Party Committee and local government at 2 levels, ensuring that the apparatus operates effectively immediately after its establishment. Along with that, directing the Commune Youth Union to establish an online sales point in Quan Ba commune, to expand the market, promote local agricultural products, and support people in consuming goods.
Like many other delegates, through the time of studying the political report and listening to the opinions presented at the Congress, Comrade Nguyen Hai Duong has become more aware of the strategic and comprehensive vision that the Provincial Party Committee has outlined. The orientations on socio-economic development, strengthening national defense and security, caring for people's lives, demonstrate the determination to bring the province into a new stage of development. From there, it is believed that today's young generation of cadres will have many opportunities to mature, assert themselves and make worthy contributions to the common cause.
As the head of the Party Committee, representing the Party Committee and people of the mountainous commune of Quan Ba, comrade Nguyen Hai Duong determined: Immediately after the Congress, the most important thing is to concretize the resolutions of the Provincial Party Committee into local practical conditions; urgently develop an action plan, closely following the major goals set out in the Congress Resolution. In particular, the focus is on developing agricultural economy in the direction of commodities, associated with building brands of local agricultural products; at the same time, promoting the application of science and technology in production, supporting people to change the structure of crops and livestock to increase income. In parallel with economic development, the Party Committee of the commune also focuses on implementing social security policies, taking care of people's lives, especially poor households, policy families, and ethnic minorities. The task of building new rural areas continues to be promoted, associated with environmental protection and preserving the traditional cultural identity of ethnic minorities. In the Party building work, comrade Nguyen Hai Duong emphasized the task of improving the quality of Party cell activities, tightening discipline, promoting the exemplary pioneering role of Party members, especially young cadres. The Commune Party Committee also focused on training and fostering the next generation of cadres, creating an environment for young cadres to practice and mature, meeting the requirements of tasks in the new period.

Always exemplary and dedicated to his work, Lieutenant Colonel Dinh Xuan Hai (in the photo), Head of the Personnel Department, Provincial Police, has made many contributions to building a regular, elite, and gradually modernized police force. With outstanding achievements, he was honored to be a delegate to the Provincial Party Congress twice in a row.
With more than 25 years of working in the People's Public Security force, comrade Dinh Xuan Hai always kept in mind: "Cadres are the root of all work. In charge of a specific field, he always upholds the spirit of impartiality, objectivity, transparency, taking efficiency, discipline and prestige as measures of quality and capacity.
Not only is he good at his profession, he is also a shining example in studying and following Ho Chi Minh's ideology, morality and style; actively participating in the emulation movement "For the security of the Fatherland". For many years, he has achieved the title of Emulation Fighter at the grassroots level, and has been awarded a Certificate of Merit by the Ministry of Public Security and the Provincial People's Committee. In particular, he has attended the Provincial Party Congress twice in a row, which is a testament to his prestige, capacity and constant dedication.
Comrade Dinh Xuan Hai said: “Being present at the Congress, I see more clearly my responsibility and honor. This Congress has set out many goals and solutions that are close to the practical situation, emphasizing the task of Party building, building a clean and strong political system; maintaining national defense, security, social order and safety... This is an important orientation for the Provincial Police force to concretize into programs and action plans suitable to its functions and tasks. With the responsibility of a cadre and party member in the People's Police force, I will work with the unit to quickly concretize the content of the Resolution into the program, work plan and each professional field. In particular, we focus on implementing key tasks and synchronizing solutions such as: Improving the quality of cadre work; doing a good job of planning, training, fostering, arranging and using cadres to ensure the right people, the right job; enhancing the application of science and technology, digital transformation in professional work; focus on building a team of officers and soldiers with strong political will, professional proficiency, and ability to meet mission requirements in the new situation".

As an official delegate to the Congress, comrade Ngo Sy Tung (in the photo), Deputy Secretary of the Party Cell, Deputy Head of the Provincial Ethnic Arts Group, Department of Culture, Sports and Tourism, brought the perspective of an artist, demonstrating political responsibility for the development of the province. He shared: For the Congress resolution to come into life, art must become a connecting bridge, conveying the resolution's content in a close, memorable, and easy-to-absorb way for cadres, party members and people. Music, theater, dance, scripts... if associated with the breath of life will encourage the belief, aspiration and will to rise of the homeland. According to him, each artist needs to proactively innovate their creations, find ways to vividly reflect the achievements, emulation movements, good models, and new factors in implementing the resolution, so that each work is both rich in artistic value and has political and social influence.
Not only contributing to the Congress forum, Musician and Meritorious Artist Ngo Sy Tung also directly composed the new song “Tuyen Quang, the rising era”, which was performed for the first time at the Congress. With its heroic melody and aspirational lyrics, the work became an artistic highlight, arousing pride, confidence and will to rise in the new stage of development. That was also his way of turning the resolution into creative inspiration, spreading the Congress spirit through art.
Sharing after the Congress, comrade Ngo Sy Tung said: “Music will contribute to bringing the Party’s resolutions closer to the people. I hope that each work and each art program will encourage the spirit of solidarity and arouse the aspiration for Tuyen Quang to continue to grow stronger.”
The Provincial Party Congress was a great success, opening up a new vision for development. Along with great decisions, the mark of Musician, Meritorious Artist Ngo Sy Tung has affirmed the image of a dedicated, creative, and responsible artist to the Party, the people, and his homeland Tuyen Quang.
