Shifting the focus of population policy

In recent times, besides the achievements, population work still has many shortcomings. That is, the rate of pregnancy among minors is still high, the abortion rate among this age group has also increased to 1%, double that of the previous decade.

Vietnam is also facing the problem of fetal sex selection - the main cause of the current gender imbalance at birth. The rapid aging of the population is predicted to enter the aging population period by 2038, causing consequences for labor shortages and affecting social security...

To overcome the above shortcomings, on August 15, 2025, Deputy Prime Minister Le Thanh Long signed Decision No. 1745/QD-TTg of the Prime Minister promulgating a plan to implement Conclusion No. 149-KL/TU dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TU of the 6th Conference of the 12th Central Executive Committee on population work in the new situation. Accordingly, ministries, branches and localities need to lead, direct and thoroughly grasp the viewpoints, goals, tasks and solutions of Resolution No. 21-NQ/TU, especially the viewpoint of shifting the focus of population policy from family planning to population and development, meeting the requirements of developing a rich and prosperous country in the new era.

Accordingly, population work must pay comprehensive attention to all aspects of population size, structure, distribution, especially population quality, and place it in an organic relationship with economic , social, defense, security factors and ensure rapid and sustainable development. Therefore, in the coming time, ministries, branches and localities need to continue to promote propaganda to raise awareness, enhance responsibility, innovate leadership methods; innovate thinking in direction and implementation, consider population as the most important factor, population work is a strategic task, both urgent and long-term in the cause of building and defending the Fatherland.

Localities need to pay attention to and direct the integration of population factors into socio-economic development policies and projects; synchronously deploy many activities to raise awareness of reproductive health; focus on organizing pre-marital health examinations and counseling for young people, repelling early marriage and consanguineous marriage to prevent genetic diseases, contributing to improving the quality of the race.

At the same time, localities need to take advantage of digital media and social media with criteria of diverse content, rich form, close to reality and suitable for each subject, each region, to convey the Party's policies, State policies and laws and population knowledge to each person to raise awareness, change behavior on population and development. Strengthen and develop the network of reproductive health care services, screening, early prenatal diagnosis. Develop a comprehensive health care model for the elderly, effectively implement disease prevention, improve the health of mothers, children and people, promote socialization, innovate methods of providing population services.

In addition, the locality needs to improve the quality of training, fostering, capacity building, and standardization of the staff working in population work. Expand international cooperation in population work to gain financial, knowledge, experience, and technical support to achieve the goal of sustainable population development. Continue to strengthen the organization of the population work apparatus at all levels to ensure unity, continuity, and synchronization with the process of implementing the arrangement of administrative units and local governments at two levels.

Investing in population work is investing in sustainable development. Doing population work well will contribute to creating an important driving force for socio-economic development and successfully implementing the millennium development goals.
