On behalf of the Politburo , General Secretary To Lam has just signed and issued Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health." Studying the content of the resolution, experts, doctors and people said that with many breakthrough solutions, the resolution is truly a strong push towards the goal of all people receiving health care, improving physical fitness, and proactively preventing diseases.
Associate Professor, Dr. Bui Thi An, Director of the Institute of Resources, Environment and Community Development, President of the Hanoi Women Intellectuals Association, said that the recently issued Resolution No. 72-NQ/TW has many practical goals related to the people. That is, people have access to quality medical services, aiming at comprehensive health care.
From 2026, people will have regular health check-ups or free screening at least once a year, and will have an electronic health book created to manage their health over their life cycle, gradually reducing the burden of medical costs...
By 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap; 100% of commune-level health stations will be invested in facilities, medical equipment, and human resources according to their functions and tasks. By 2026, the health insurance coverage rate will reach over 95% of the population, by 2030, universal health insurance coverage will be achieved; various types of health insurance will be developed... Vision to 2045, Vietnam will have a modern, equitable, effective, and sustainable health system, with disease prevention as the top priority, meeting the increasingly high and diverse health care needs of the people...
According to Ms. Bui Thi An, the contents of the resolution are humane and feasible. However, to implement those contents, in addition to economic potential, the whole system needs to strongly innovate thinking and action in leadership, direction and implementation. Practice shows that when Party committees, Party organizations, cadres and Party members thoroughly understand and fully and deeply understand the particularly important role of protecting, caring for and improving people's health, promptly integrate and prioritize indicators on protecting, caring for and improving health in strategies, planning, plans and policies for socio-economic development, everything will be smooth and effective.
Impressed with the 5 guiding viewpoints stated in the resolution, especially the second viewpoint: "People are the central subject, given the highest priority in building and implementing policies to strengthen protection, care and improve physical health..." - Specialist II Doctor Nguyen Duy Bich (Central E Hospital) said that this viewpoint is completely correct and necessary. In all medical activities, people are the center - not only as beneficiaries but also as partners in the health care process. Policies are only truly effective when they originate from the needs, aspirations and practical benefits of the community.

“Putting people at the top priority means that the health system must ensure equitable access, quality services, and reasonable costs; at the same time, focus on disease prevention and physical improvement, not just on treatment. For the team of doctors, that reminds us that our job is not only to treat diseases, but also to listen, understand and accompany patients, considering people's health as the highest goal,” Dr. Nguyen Duy Bich shared.
Regarding the goals and vision of Resolution 72-NQ/TW, Dr. Nguyen Duy Bich is enthusiastic about the goal: "From 2026, people will have regular health check-ups or free screening at least once a year, and will have an electronic health book to manage their health over their life cycle, gradually reducing the burden of medical costs."
According to Dr. Bich, the resolution stating that people should be better off preventing diseases than curing diseases has many meanings. People can have a healthy body, free from diseases, save money and time, and most of all, as Uncle Ho once said: "Every weak person means the whole country is weak, every healthy person means the whole country is healthy."
“In medicine, we often remind each other of an epidemiological principle: out of 100% of diseases, about 60% are diseases that heal on their own whether treated or not; 20% are cured if treated properly, but are difficult to cure if not treated, and the remaining 20% are diseases that current medicine cannot cure, we can only help patients feel better, live longer, and live with better quality. That principle reminds us that medicine is not omnipotent. Therefore, disease prevention, health training and physical improvement are the fundamental keys to people being truly healthy,” Dr. Nguyen Duy Bich clearly stated.
Regarding the Party and State's concern for people's health, Ms. Phan Bich Thuy (78 years old, resident of Cua Nam ward, Hanoi) said: "I and many elderly people really want to have regular health check-ups, but not everyone has the financial means. Although I know that if the disease becomes serious, treatment will be much more expensive or may not be cured, but spending a large amount of money every year for regular health check-ups is very difficult. Now that the State supports at least once a year, I am very happy."
Regarding the content that by 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap, Ms. Phan Bich Thuy happily shared that this is a humane policy, especially for the poor and people in difficult circumstances.
“This not only reduces the financial burden on poor and middle-class households, but also encourages people to seek medical treatment early and prevent diseases rather than waiting until they become serious. However, I also hope that health agencies will be transparent in their implementation, improve service quality and ensure that benefits actually reach the people, not just on paper,” Ms. Phan Bich Thuy hopes./.
