On the afternoon of August 22, Prime Minister Pham Minh Chinh attended and chaired a national online conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year. Co-chairing the conference were Deputy Prime Minister Le Thanh Long and Minister of Education and Training Nguyen Kim Son.

The education and training sector has achieved many comprehensive results.

Reporting at the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that in the 2024-2025 school year, with the spirit of striving and overcoming all difficulties, the entire sector has performed well the tasks assigned by the Party, National Assembly, Government and Prime Minister; completed the plan of tasks and key solutions for the school year and achieved many important results.

The quality of education and training at preschool and general education levels continues to be improved. The work of universalizing preschool education, primary education, lower secondary education and eliminating illiteracy continues to receive attention from localities. By June 2025, many provinces and cities have been recognized as achieving universal primary and lower secondary education and eliminating illiteracy at a higher level. In the 2024-2025 school year, the rate of mobilizing students to attend primary school at the right age will reach 99.7%; the rate of mobilizing students to complete the primary and lower secondary education program will reach 98.23%.

The 2018 general education program is implemented synchronously with all subjects and educational activities from grades 1 to 12 nationwide, completing the cycle of program and textbook innovation.

The Ministry of Education and Training also successfully organized the 2025 High School Graduation Exam with many special features when taking the exam according to 2 educational programs (the first time according to the 2018 General Education Program). This is the largest exam ever with more than 1.16 million candidates and more than 200,000 officials participating directly.

The quality of key education continues to be affirmed, Vietnamese student delegations participating in national and international science and technology competitions for high school students in the 2024-2025 school year and international and regional Olympic competitions continue to achieve high results.

Vietnam actively participates in large-scale international student assessment programs. The PISA national report released on June 19, 2025, shows that Vietnam maintains a high ranking in the region, approaching the OECD average in all three subjects: Mathematics, Reading, and Science.

The team of teachers and educational administrators continues to grow in quantity and improve in quality. The Ministry of Education and Training has coordinated with the Ministry of Home Affairs to review and report to the Central Government to propose additional teacher positions for the 2024-2025 school year; localities have actively recruited assigned positions, accordingly the team of teachers has continued to overcome the shortage of quantity and structural inadequacies.

Digital transformation and the application of information technology in management, direction, and teaching and learning activities continue to be promoted. The industry database system has been basically completed with 24.55 million records connected to the national database.

In order to effectively implement the Party and State's policies and guidelines on education and training, and successfully achieve the set goals, the Education and Training sector has determined the theme of the 2025-2026 school year as: "Discipline - Creativity - Breakthrough - Development" with 10 key groups of tasks and solutions.

In Ha Tinh, the 2024-2025 school year ended in the joy of all staff and people. Although the implementation of the school year encountered many difficulties, with the special attention of Party committees, authorities at all levels, the participation of the political system, and all people, the provincial Department of Education and Training has excellently completed the assigned tasks.

The Department of Education and Training of Ha Tinh has proactively and effectively implemented the work of reorganizing the apparatus and implementing a two-level local government. The planning and arrangement of schools, facilities, and equipment have received attention and investment from localities; the school landscape is green, clean, beautiful, and safe; and construction is gradually being advised according to prescribed standards.

Effectively implementing digital transformation, the "Digital Education for All" movement has created a spread throughout the industry; the work of building green, clean, beautiful, safe schools; and happy schools has received attention from local Party committees, authorities and educational institutions and achieved good results.

The quality of mass education has changed dramatically, creating breakthroughs: in the 2025 high school graduation exam, the average score of graduation exam subjects ranked 2nd nationwide, 11/12 subjects had average scores in the top 10 nationwide, and 341 exams scored 10.

Regarding the results of the national excellent student exam, Ha Tinh ranked 3rd nationwide in terms of the percentage of students winning prizes, 8th nationwide in terms of the number of first prizes, and had 1 student win the Gold Medal at the 2025 International Math Olympiad. In addition, Ha Tinh students participated in many intellectual playgrounds and won high prizes at home and abroad.

Admissions to primary schools are being carried out according to plan; preparations are being made for the opening ceremony of the 2025-2026 school year in conjunction with the 80th anniversary of the founding of the Ministry of National Education.

Continue to innovate and prepare carefully for the new school year

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and congratulated the important results achieved by the education and training sector in the past school year.

Emphasizing a number of key tasks in the coming time, the Prime Minister requested the education and training sector, localities and units to focus on carefully preparing conditions for the new school year. Continue to focus on thoroughly implementing the main viewpoints and orientations: students are the center and subject; teachers are the driving force; schools are the support; families are the fulcrum; society is the foundation.

In addition, it is necessary to innovate and create breakthroughs in the work of building laws on education and training; institutionalize viewpoints, goals, tasks and solutions assigned according to the Politburo's resolution and other Party documents on breakthroughs in education and training development. Effectively deploy the Movement "The entire education and training sector competes in innovation, improves the quality of education and training, provides high-quality human resources, meets the requirements of national development" in the period of 2025 - 2030 and emulation movements launched by the Prime Minister.

The Prime Minister said that it is necessary to focus on transforming the status and tasks of the education and training sector into the common tasks of the entire political system, the entire people, and the entire society; continuing to shift from equipping knowledge to developing comprehensive capacity of learners.

“All thinking, methodology, approach and problem solving of education and training must continue to be innovated more strongly, towards the direction that all citizens must have equal access to education and training, especially the disadvantaged, in remote areas, border islands, and ethnic minority areas. In addition, it is necessary to build more advanced, modern and practical programs and curricula” - the Prime Minister emphasized.
