Basically overcome the conclusions of the Central Inspection Committee in the former Binh Thuan province

Assessing the progress of implementation, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh concluded that the contents with signs of violations have been basically remedied, with only 2 remaining contents to be resolved in 2025.

According to Notice No. 252-TB/UBKTTW dated March 17, 2022 of the Central Inspection Committee concluding the inspection when there were signs of violations against the former Standing Committee of Binh Thuan Provincial Party Committee for the 2015-2020 term, 6 projects have not completed the remediation with 26 required contents. Specifically including: Tan Viet Phat 2 Commercial Service and Residential Area Project (Phu Hai Ward, Phan Thiet City) violated the direct allocation of land to a company that did not register for auction. Cat Tuong Company's mineral exploitation and processing project violated the approval of the policy that was not consistent with the approved land use planning and plan. Phan Thiet Coastal Urban Tourism Area Project with 5 violations related to land and construction. Project on Protection, Enclosure, Regeneration, Planting and Development of Euphorbia Forest Plants, Some Rare and Common Animal Species with 5 violations related to planning adjustment, land use plan. Project on Sea Encroachment and Residential Arrangement, Urban Remodeling of Duc Long Ward, Phan Thiet City with 12 violations related to construction and land management; Project on Creating Ecological Environment and Developing Outdoor Tourism with 2 violations related to land use planning, adjusting investment certificates between 2 enterprises in violation of regulations.

According to the report of the Department of Finance and representatives of relevant departments and branches, in the 26 contents that the Central Inspection Committee concluded had signs of violations and required correction, the former Binh Thuan province, now Lam Dong province, has corrected 24 contents; 2 contents remain. Specifically, content 1 is the decision to assign and lease 3 plots of land to Tan Viet Phat Joint Stock Company, but did not determine the land price to collect land use fees (Tan Viet Phat 2 Commercial Service and Residential Area Project). The Hanoi People's Court has tried this content, requiring Tan Viet Phat Joint Stock Company to pay more than 45 billion VND to the budget, but so far the judgment has not been implemented.

Content 2 belongs to the Cat Tuong Company's mineral exploitation and processing project. The People's Committee of Binh Thuan province (old) has approved the policy which is not consistent with the planning and land use plan. The unresolved content is the failure to determine the amount of money the investor must pay to reimburse compensation and site clearance costs, causing loss of state budget revenue. According to representatives of departments and branches, the above content will be completed in October 2025.

Concluding the working session, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh assessed that Lam Dong province has completed the correction of most of the contents required to correct signs of violations according to the conclusion in Notice No. 252-TB/UBKTTW dated March 17, 2022 of the Central Inspection Committee. The remaining two contents are being implemented. The leader of the Provincial People's Committee assigned Lam Dong Provincial Judgment Enforcement to urgently recover the amount of over 45 billion VND declared in the judgment of the Hanoi People's Court to pay to the state budget in 2025. Regarding the contents related to signs of violations at the Cat Tuong Company's mineral exploitation and processing project, relevant departments and branches will complete the correction in October 2025 on schedule.

Mr. Nguyen Minh said that the above projects were stalled after showing signs of violations, which greatly affected the operations of the enterprises that are investors as well as the growth rate of the province in recent years. Therefore, the leaders of the Provincial People's Committee requested relevant departments and branches to focus on overcoming and removing obstacles so that these projects can quickly resume operations, contributing to promoting the socio -economic development of Lam Dong province in the coming time...
