Provincial Police summarizes work in the first 6 months of 2024

On the morning of July 11, Thanh Hoa Provincial Police held a conference to review the work of the first 6 months of 2024. Major General Tran Phu Ha, member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police Department chaired the conference. The conference was held in the form of direct connection combined with online connection from the Provincial Police bridge to the district-level Police bridge.

At the conference, according to the Interim Report on the first 6 months of 2024 presented by the leader of the Provincial Police Staff Department, it was stated that in the first 6 months of 2024, under the leadership and direction of the Central Public Security Party Committee, the leaders of the Ministry of Public Security , the Provincial Party Committee, the Provincial People's Council and People's Committee; with the coordination and support of all levels, sectors and people in the province, Thanh Hoa Police have grasped the situation, proactively advised and organized the deployment, synchronously and effectively implemented working solutions, creating positive and comprehensive changes in all areas of work.

Security on all routes, fields and areas is maintained stably, without any "sudden" or "unexpected" incidents or the formation of "hot spots"; key targets, political , economic and cultural events taking place in the area are always guaranteed security and safety. Organize timely detection, investigation and handling of crimes related to national security.

100% of denunciations, reports of crimes and recommendations for prosecution were received and processed; the results of handling denunciations, reports of crimes and recommendations for prosecution were in accordance with the law and requirements. Crimes against social order decreased by 26% compared to the same period in 2023, the results of investigation and discovery of cases reached a high rate (80.38%); there were no criminals operating in the form of gangs or groups. The fight to eradicate many major criminal and economic cases was commended and rewarded by the Ministry of Public Security. Drug crimes were effectively fought and controlled. The fight against crime and violations of environmental laws achieved many positive results.

The effectiveness of state management of security and order in the area has been improved. Traffic accidents have decreased in two criteria: the number of cases (down 3.8%) and the number of deaths (down 28.9%). The fire situation has decreased by 33% compared to the same period in 2023. Public order and urban order have been ensured, there have been no prolonged traffic jams or illegal racing. The results of handling violations of traffic safety have increased by 17.3% compared to the same period last year. The increase in fines has contributed to propaganda, raising awareness and responsibility of people when participating in traffic. The work of building a movement for the whole people to protect national security has been widely deployed, promoting the activeness and self-awareness of the people in participating in security and order assurance work at the grassroots level, many advanced models and examples have operated effectively and have been replicated.

In addition, the increased application of scientific and technological achievements in all aspects of public security work and digital transformation in Thanh Hoa Public Security has contributed to creating positive changes in the implementation of tasks of ensuring security and order and administrative reform to serve the people. Party building, force building, logistics, and healthcare have received focused leadership; discipline and order have been tightened, contributing to preventing officers and soldiers from committing violations and wrongdoings.

In the first 6 months of 2024, many collectives and individuals of Thanh Hoa Police have achieved outstanding achievements and have been commended and rewarded by all levels and sectors. Among them, 1 individual was awarded the Third Class Military Exploit Medal by the President; 1 collective and 2 individuals were awarded Certificates of Merit by the Prime Minister; 7 collectives and 25 individuals were awarded Certificates of Merit by the Ministry of Public Security; 4 individuals were awarded the title "Emulation Fighter of the entire Public Security Force" for the period 2021 - 2023; 43 collectives and 58 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee; 280 collectives and 682 individuals were awarded Certificates of Merit by the Professional Departments and the Director of the Provincial Police.

At the conference, on behalf of the provincial police, Major General Tran Phu Ha, Director of the Provincial Police, awarded the Third Class Military Exploit Order to Lieutenant Colonel Do Ngoc Duong, Head of Thanh Hoa City Police; awarded the Prime Minister's Emulation Flag to the Drug Crime Investigation Police Department; Deputy Directors of the Provincial Police awarded the Prime Minister's Certificate of Merit and the title "Emulation Fighter of the entire Public Security Force" to 5 individuals; awarded the Minister of Public Security's Certificate of Merit to 4 collectives and 5 individuals; and awarded the Chairman of the Provincial People's Committee's Certificate of Merit to 11 collectives.

Speaking at the conference, after thoroughly grasping the basic contents of the Conclusion of the Minister of Public Security at the conference reviewing the national public security work in the first 6 months of 2024, Major General Tran Phu Ha, Director of the Provincial Public Security Department, acknowledged and highly appreciated the efforts of the Public Security units in the province in the past 6 months.

After analyzing and evaluating the situation, the Provincial Police Director requested the professional departments and the Police of districts, towns and cities to continue to perform well a number of key tasks, namely:

Continue to do a good job of consulting; effectively implement instructions, projects, plans and schemes to ensure security and order. Do a good job of ensuring security in the area, absolutely do not be passive or surprised in any situation. Synchronously implement solutions to fight and prevent crime, achieve the goal of reducing crime in a sustainable manner.

Continue to properly implement procedures and regulations in the management of detention, execution of criminal sentences, judicial support and management of evidence warehouses. Improve the effectiveness and efficiency of State management of security and order, associated with administrative procedure reform to create favorable conditions for people and businesses in handling administrative procedures.

Strengthen the rectification of basic activities of public security work to be substantive and in-depth. Continue to innovate the work of building a mass movement to protect national security, making this work substantive and effective. The Provincial Police Director requested that immediately after this conference, the units urgently organize a conference to evaluate the work results of the first 6 months of the year and focus on pointing out the shortcomings, limitations, difficulties, and problems, identifying the causes to propose specific solutions to successfully carry out the assigned political tasks.
