According to the newly announced decision, the new organizational structure of Hanoi City THADS includes 18 units.

Regarding personnel, Mr. Pham Van Dung, Director of the Hanoi City Department of Civil Judgment Enforcement (old) holds the position of Head of the Hanoi City Department of Civil Judgment Enforcement; Deputy Heads of the Hanoi City Department of Civil Judgment Enforcement include Mr./Ms. Tran Quoc Thai, Vu Hong Duong, and Nguyen Thi Thanh Tu.

Speaking at the conference, Mr. Le Hong Son, Permanent Vice Chairman of the Hanoi People's Committee, congratulated the change in the model of the THADS agency with the belief that the new one will be more progressive and developed. Forecasting that in the beginning there will be some work to be done and overcome, Vice Chairman Le Hong Son noted: "THADS needs to immediately design a working relationship with 126 communes and wards of Hanoi; strengthening coordination, especially in THADS enforcement, is a very difficult and complicated task, while the first requirement is not to let the work be interrupted".

On behalf of the Party Standing Committee and the leaders of the Ministry of Justice, Deputy Minister of Justice Mai Luong Khoi congratulated the Hanoi City People's Court on the announcement of the new operating model, and emphasized that the People's Court is the final stage of the litigation process, has an important position and significance in protecting the strictness of the law, protecting the rights and legitimate interests of individuals and organizations, enforcing justice, contributing to building a society of order, discipline and stability; unblocking financial resources, promoting local production and business development; recovering misappropriated and lost assets, strengthening people's trust in preventing and combating corruption.
