Foreign affairs are a highlight of 2023, achieving many important and historic achievements, creating new advantages, new opportunities, and new chances for socio-economic development and continuing to consolidate and enhance Vietnam's position and prestige in the international arena.

Prime Minister Pham Minh Chinh reported on the results of the implementation of the socio -economic development plan for 2023 and the projected socio-economic development plan for 2024 at the opening session of the 6th session of the 15th National Assembly.

Presenting the Report on the results of the implementation of the 2023 socio-economic development plan; the projected socio-economic development plan for 2024 at the Opening Session, Prime Minister Pham Minh Chinh said that at this Session, the Government sent to the National Assembly 77 documents, reports, and submissions, including the Report on the results of the implementation of the 2023 socio-economic development plan; the projected socio-economic development plan for 2024.

Strive to achieve the highest level of goals and tasks of the 2023 plan

The Prime Minister outlined the context for implementing the 2023 socio-economic development plan and the 2024 socio-economic development plan. Accordingly, our country enters the implementation of the 2023 plan with many difficulties and challenges. The regional and world situation is evolving rapidly and complicatedly; competition and conflicts are becoming more and more intense; global economic growth continues to slow down; inflation remains high; monetary policy is tight; consumption, trade, and investment are weakening...

Domestic management is under great pressure; it is necessary to focus on coping with and adapting to adverse developments, taking advantage of opportunities from outside; and it is necessary to handle and resolve outstanding and accumulated problems of enterprises, investment projects, shortcomings and obstacles in the real estate market, corporate bonds, drug procurement, medical supplies, inspection system, etc.

At the same time, the country must also respond to emerging issues in supporting workers, preventing natural disasters, storms, floods, and droughts; and at the same time, step up the implementation of strategic breakthroughs and promote new growth drivers in the medium and long term of the economy.

In the context of many rapid, complex, unpredictable and unprecedented changes; there are more difficulties and challenges in implementing the socio-economic development goals and tasks in 2023.

But under the close, timely and scientific leadership and direction of the Central Committee, regularly and directly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong, the timely, close and effective coordination between the National Assembly and the Government; the drastic participation of the entire political system, all levels, sectors and localities; the support and active participation of the people and the business community; the support and assistance of international friends; the Government and the Prime Minister have directed all levels, sectors and localities to resolutely, synchronously and effectively implement the tasks and solutions set out in all fields, striving to achieve the highest level of the goals and tasks of the 2023 plan.

Thanks to that, our country has maintained macroeconomic stability, controlled inflation; GDP growth in each quarter is higher than the previous quarter. Although it has not reached the target, it is still among the highest compared to other countries in the region and the world.

The work of building and perfecting legal institutions has been focused on, with much time spent, and innovation in leadership and working methods. Public investment and key transport infrastructure projects have been promoted, with focus, key points, and concrete results and products; agriculture continues to be a pillar in difficult times.

Cultural and social fields are deployed relatively synchronously, promptly, and to the right target. Independence, sovereignty, and territorial integrity are maintained; national defense, security, order, and social safety are basically guaranteed.

Foreign affairs are a highlight of 2023, achieving many important and historic achievements, creating new advantages, new opportunities, and new chances for socio-economic development and continuing to consolidate and enhance Vietnam's position and prestige in the international arena. Many prestigious international organizations highly appreciate the results and prospects of the Vietnamese economy and forecast that the Vietnamese economy will recover quickly in the coming time.

Vietnam is a bright spot in the not-so-bright picture of the global economy.

With the drastic participation of the entire political system, under the leadership of the Party, the close coordination and support of the National Assembly, the support and consensus of the people and the business community, the socio-economic situation continues to recover positively, each month is better than the previous month, each quarter is higher than the previous quarter, basically achieving the set general goals and many important results in all fields.

The economy continues to be a bright spot in the gloomy picture of the global economy. Based on the results of the first 9 months, it is estimated that at least 10/15 targets for the whole year 2023 will be achieved and exceeded, including completing all social targets.

The macro economy is basically stable, inflation is under control, growth is promoted, and major balances are basically guaranteed. GDP growth in the third quarter reached 5.33%, and in the first 9 months it reached 4.24%. The average consumer price index (CPI) in the first 9 months increased by 3.16%.

The monetary and foreign exchange markets are basically stable, and interest rates have decreased. Imports and exports have increased month by month, with a trade surplus of nearly 22 billion USD in the first 9 months. Energy and food security have been ensured; and the labor market has recovered positively.

Disbursement of public investment capital by the end of September reached 51.38% of the plan, 4.68% higher than the same period, about VND110 trillion higher in absolute terms; realized FDI capital reached about USD16 billion, up 2.2%. Newly granted and adjusted overseas investment capital reached USD416.8 million, up 4.6% over the same period.

Many prestigious international organizations highly appreciate the results and prospects of our country's economy and predict that Vietnam will recover quickly in the coming time; the value of Vietnam's national brand reached 431 billion USD, up 1 rank to 32nd/100 strong national brands in the world.

Planning work is promoted, quality is improved; Cultural and social fields are invested in and developed, achieving clearer results. The quality of general education, university education, and vocational education continues to be improved.

Attention is paid to information and communication work, especially policy communication, contributing to consolidating and enhancing trust and creating social consensus; The work of building and perfecting institutions, laws, mechanisms and policies is focused on, with many innovations in direction and methods.

The work of inspection, examination, citizen reception, complaint and denunciation settlement, and anti-corruption and negativity prevention continues to be promoted; contributing to consolidating and enhancing people's trust in the Party and State.

Political and social stability, national defense and security are consolidated and enhanced, independence, sovereignty, territorial integrity, political security, order and social safety are maintained. Up to now, our country has had comprehensive strategic partnerships or strategic partnerships with all 5 permanent members of the United Nations Security Council and many G20 countries; contributing to maintaining a peaceful and stable environment for building and protecting the Fatherland, as General Secretary Nguyen Phu Trong has commented: "Our country has never had such a foundation, potential, position and international prestige as it does today."

In addition, Prime Minister Pham Minh Chinh also pointed out the shortcomings, causes of existence, limitations and 5 lessons learned, which are the need to thoroughly grasp and seriously implement the Party's guidelines and policies, the State's policies and laws; ensure close and smooth coordination and participation with high determination of the entire political system, the solidarity and unanimity of the entire Party, people and army.

Grasp the practical situation, respond promptly and effectively to policies; promote the strength of national solidarity, self-reliance, self-improvement, efforts to rise up, high determination, innovation; unblock, mobilize and effectively use internal and external resources.

It is necessary to continue to promote the building and improvement of institutions to meet practical requirements; to direct and operate synchronously and flexibly, to closely coordinate policies, and to clearly identify priorities, focuses, and key points.

Maintain discipline and order; promote decentralization and delegation of power associated with resource allocation and strengthen inspection, supervision and control of power; resolutely and persistently fight against corruption and negativity.

Taking people as the center, the subject, the most important resource, the driving force and goal of development; focusing on prioritizing resource allocation for cultural and social development; promoting policy communication, contributing to creating social consensus, and strengthening people's trust.
