The Vietnam Road Administration said it had completed signing a BOT contract with the joint venture of investors Dai Quang Minh Real Estate Investment Joint Stock Company - Son Hai Group Company Limited (Truong Hai - Son Hai joint venture) and Dau Giay - Tan Phu Expressway Investment Company Limited (project enterprise) on June 5.
According to the project enterprise's report, Dong Nai province is currently selecting a consultant to carry out the inventory work and prepare a compensation plan, and is expected to complete the site clearance work between October and December 2025.
The Dau Giay intersection section of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway project previously implemented by the Vietnam Expressway Corporation (VEC) has been cleared. The project enterprise is coordinating with VEC to receive documents and files related to this intersection and organize the handover of the site.
Regarding construction procedures, because the project was decided on investment policy by the Prime Minister and approved by the Minister of Transport (now the Ministry of Construction ), it is exempt from construction permits according to regulations.
The project enterprise has also signed contracts with consulting contractors and is conducting survey work for the construction design step to be implemented after the basic design. It is expected that the appraisal and approval work will be completed in October 2025 to select the construction contractor, develop and approve the construction drawing design documents, and organize construction in November 2025.
To ensure the project's early commencement, the Vietnam Road Administration has conducted on-site inspections and worked with investors and project enterprises to determine the eligible route scope for commencement. Accordingly, the section passing through Dau Giay intersection - where the site is available, approximately 500m long (from Km0+300 to Km0+800) - is determined to be eligible.
According to the project enterprise, the technical design documents for the 500m section at Dau Giay intersection have completed the review and appraisal work and were approved in early July 2025. At the same time, the selection of construction contractors and the implementation of construction drawings were completed in July 2025. On that basis, the enterprise proposed to start the project in August 2025.
To join in the groundbreaking and inauguration of major projects across the country to celebrate the 80th anniversary of National Day under the direction of the Prime Minister, the Vietnam Road Administration agreed with the proposal of the project enterprise.
Therefore, the Vietnam Road Administration proposed the Ministry of Construction to allow the commencement of the Dau Giay - Tan Phu Expressway project (phase 1) on August 19, as proposed at the meeting on the implementation status of important national projects and key works of the transport sector.
Scale of Dau Giay - Tan Phu Expressway project
The Dau Giay - Tan Phu Expressway Project (Phase 1) is 60.2km long, the entire route passes through Dong Nai province. The route starts at the intersection with National Highway 1, connecting with Ho Chi Minh City - Long Thanh - Dau Giay Expressway; the end point intersects with National Highway 20 and connects to Tan Phu - Bao Loc Expressway.
The project is implemented under the public-private partnership (PPP) method - BOT (build - operate - transfer) contract. The total investment capital of the project is 8,496 billion VND, of which 1,300 billion VND is allocated from the state budget for site clearance, the rest is from the investor's capital.
