2 main barriers of small and medium enterprises
At the seminar "Resolution 68-NQ/TW: Driving force for the development of Vietnam's private economy " organized by Kinh te & Do thi newspaper on the afternoon of August 15, Ms. Vu Quynh Huong - Marketing Director of 9Pay Joint Stock Company - said that by effectively implementing Resolution 68, millions of small businesses can shift from traditional business to a modern, transparent model.
From her experience serving tens of thousands of customers nationwide, Ms. Huong has found two main barriers for small businesses: Fear of new concepts such as electronic invoices, transaction storage, and data management. Lack of simple, affordable technology tools for business management, tax compliance, and legal compliance - especially for those who are less tech-savvy.
Commenting on the journey from Resolution 68 to practice, Ms. Huong said that to accelerate digital transformation in the private economic group, multi-dimensional coordination, commitment and companionship from functional agencies, banks and financial technology enterprises are needed.
Creating conditions for developing high-quality human resources
Ms. Trinh Thi Ngan - Head of the Advisory Board of the Hanoi Association of Small and Medium Enterprises (HANOISME) - acknowledged that Resolution 68-NQ/TW is a push to reform institutions and the business environment for private enterprises.
"Resolution 68 is not only a reminder, but also a guideline for the Vietnamese private business community," Ms. Ngan affirmed. In particular, institutional reform creates a favorable "runway", while social responsibility, business ethics and corporate culture are the "engines" for take-off. If every entrepreneur steadfastly implements both of these factors, there will be a private economic sector that is not only large in scale, but also truly sustainable, contributing positively to social security and contributing to economic growth with the prosperous and civilized development of the country.

Ms. Ngan shared that the business community expects the implementation of Resolution 68-NQ/TW to be synchronized with administrative reform programs, digital transformation in State management and improvement of public service quality. In addition, it is necessary to create conditions for businesses to invest in technological innovation, develop high-quality human resources and participate more deeply in the global value chain.
Ms. Ngan also hopes that the Private Economic Development Research Board under the Prime Minister 's Advisory Council for Administrative Procedure Reform (Board IV) will conduct further research to support small and medium enterprises. Hanoi has many policies issued, with Resolution 68-NQ/TW, for effective implementation, all levels and sectors need to get involved so that small and medium enterprises can benefit in the best way.
Expanding interest rate support credit funds
Vice President of the Vietnam Tourism Association Nguyen Hong Hai said that although there are many advantages to attract tourists, most tourism businesses welcoming international visitors are small and medium-sized, leading to limited digital transformation of tourism businesses, lower than the regional average.
Not only that, although Vietnam is encouraging the development of green tourism, this type of tourism is still in its initial stages and has not been widely and synchronously deployed. The ability to access policies and guidelines on investment support for tourism businesses is not high, due to barriers.

To develop sustainable tourism, Vice President of the Vietnam Tourism Association Nguyen Hong Hai suggested building a priority mechanism for private enterprises to invest in digital transformation and green tourism; supporting people to participate in community tourism business. The State should expand preferential credit funds, support interest rates for small and medium enterprises and people participating in tourism business.
