Tax Department builds application to evaluate service quality of tax officials

The new organizational structure of the tax authority includes 34 provincial and municipal taxes; 350 basic taxes in sync with the 2-level local government organization model. The representative of the Tax Department affirmed that this is an important milestone of the Tax sector, aiming to improve the quality and efficiency of tax authorities at all levels, meet the requirements of socio -economic development and best serve the people and businesses.

At the conference, Director Mai Xuan Thanh requested the Provincial and Municipal Tax Chiefs; the Local Tax Chiefs and the Heads of the Departments and Units under the Tax Department to promptly start working, approach the locality and especially implement the work of advising the provincial and municipal authorities, coordinating with the local authorities, departments, branches and sectors in the locality, ensuring closeness, rhythm and efficiency as an important premise for the successful completion of tax management tasks in the locality.

In addition, focus on serving people and businesses, substantially transforming from a management state to serving and supporting taxpayers. Continue to review and promote administrative procedure reform, cut unnecessary procedures, simplify processes, provide administrative procedures in the electronic environment, and complete the goal of 100% of administrative procedures regardless of administrative boundaries. Ensure that the IT infrastructure serving people and businesses operates smoothly and seamlessly.

Notably, the Tax Department is building an application to survey and evaluate the quality and service attitude of tax officials towards each administrative procedure as well as throughout the tax management process. The scoring results are an important measure to evaluate civil servants, consider, arrange job positions, plan, appoint and orient training and development work.

In addition, the Director of the Tax Department also requested that provincial and municipal tax agencies continue to effectively implement anti-revenue loss topics for high-risk industries and fields, especially in tax management for business households, e-commerce, related transactions, prevention and combat of invoice fraud and tax refunds. Resolutely prevent and strictly handle all acts of illegal invoice use and tax refund fraud to appropriate budget funds. Strongly apply technology to tax management operations to detect and warn early signs of fraud and risks. At the same time, promote digital transformation in all aspects of tax management.

“In the new organizational model, with a wide area and a large number of management objects, modernization is an urgent requirement. Units must proactively research, constantly innovate, create, develop and apply modern management software, take advantage of Big Data and AI in analysis, risk management, and internal management, helping to direct and operate work in a timely manner, improving labor productivity” – Director Mai Xuan Thanh said.

According to Director Mai Xuan Thanh, the workload in the coming time is very large. To fully complete the tasks assigned by the Government and the Ministry of Finance , it requires the participation of all cadres, civil servants and employees in the Tax sector. Therefore, all cadres and civil servants in the sector need to promote the spirit of solidarity, responsibility, unanimously support and assist the newly appointed leaders at all levels to successfully complete the assigned tasks.
