According to information from the Navy, the Petrolimex 11 ship has a capacity of more than 40,000 tons, with 25 crew members on board, transporting goods from a Malaysian port to Hon Gai port, Ha Long city, Quang Ninh province. When it reached the sea area about 20 nautical miles southeast of Cam Ranh city, Khanh Hoa province, the steering system broke down and lost the ability to maneuver.

On the afternoon of January 1, as soon as receiving orders from the Navy Command, Submarine Brigade 189 quickly sent ship 991 to depart for the rescue mission.

Despite the high waves of level 6 and level 7, with the level and experience of many rescue missions at sea, ship 991 quickly approached the distressed ship.

At 10:00 p.m. the same day, ship 991 agreed to tow the Petrolimex 11 ship to the anchorage area.

After more than 12 hours of towing, at 10:10 a.m. on January 2, officers and soldiers of ship 991 successfully rescued the Petrolimex 11 ship to a safe anchorage in Vinh Tan commune, Tuy Phong district, Binh Thuan province.

Lieutenant Colonel Dinh Van Thuong, Deputy Chief of Staff, Naval Brigade 189, who directly commanded ship 991 to carry out the mission, said this was the first time ship 991, Squadron 418, had carried out a rescue mission on a ship of such large tonnage.

"Although we determined that this was an extremely difficult task due to complex weather conditions, we always determined that search and rescue is a key and extremely important task. No matter what the circumstances, including big waves, strong winds, or even worse weather, we are still ready to receive and determined to complete the task well," Lieutenant Colonel Thuong added.
