Overcome difficulties to break through
The 2020 - 2025 term is considered a period of many challenges but also opens up special opportunities. The merger of administrative boundaries between the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh has formed a new Phu Tho province with a larger scale and area with many potentials and diverse resources, but also poses urgent requirements for governance and management.
Overcoming difficulties, Phu Tho has achieved many outstanding results such as the average economic growth rate is estimated at 7.5%, higher than the national average; GRDP scale in 2025 is estimated at 390 trillion VND, 1.56 times higher than in 2020, ranking in the group of 6 largest provinces and cities in the country. Average income per capita reached 105.2 million VND/year, 1.48 times higher than in 2020; budget revenue reached nearly 245 trillion VND.
The province's economic structure has shifted sustainably, with industry and services accounting for 86.8%. Phu Tho has become an attractive destination for investors with more than 800 domestic and foreign projects, with a total registered capital of hundreds of thousands of billions of VND, creating stable jobs for tens of thousands of workers. Average income per capita reached 4.7 million VND/month.
Social security work has many positive changes: The poverty rate in ethnic minority areas has decreased by 1.4%/year. The province has completed the target of eliminating temporary and dilapidated houses for poor households and policy families; on average, each year, new jobs are created for about 58,000 workers, the unemployment rate remains at 1 - 1.6%...
Looking forward to the Congress, a large number of cadres, party members and people expect the Congress to set out realistic targets and action programs, helping the province's economy continue to grow rapidly and sustainably.
Chairman of the People's Committee of Da Bac Commune Dao Tien Quyet shared that the Party Committee, government and people of Da Bac believe that the Congress will issue breakthrough policies on education, healthcare, and health care, contributing to improving the quality of life and narrowing the development gap between regions, contributing to the overall development of the province.
Sharing the same belief, in Duc Nhan commune (a particularly difficult mountainous area with 98.4% of the population being ethnic minorities), cadres, party members and people hope that the Congress will have a policy to prioritize infrastructure investment, especially key traffic routes, such as upgrading Highway 433, researching the route connecting the old Da Bac - Thanh Son, connecting with National Highway 70B.
Towards a growth pole of the Capital region
The 1st Congress of Phu Tho Provincial Party Committee, term 2025 - 2030 with the theme: "Building a clean and strong Party Committee and political system; promoting the strength of solidarity and cultural traditions of the Ancestral Land; pioneering in innovation, creativity, digital transformation; creating breakthroughs for rapid and sustainable development, together with the whole country, self-reliant, confident, and strong progress in the era of national growth".
This is a broad political activity of the entire Party Committee, people and armed forces in the province; it is also the first Congress after the merger of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh; it has great significance for the comprehensive development orientation of the province in the new period.
Phu Tho province aims to become one of the growth poles of the Capital region by 2030; a center for industrial development, trade, logistics, tourism, healthcare, high-quality training and organization of large cultural festivals associated with national roots; a center for organizing national and international events. The economy has a high growth rate, taking science and technology, innovation, digital transformation, and the private economy as the main driving force.
The province is determined to build a synchronous and modern infrastructure system. Cultural heritage is preserved and its value is promoted; society develops harmoniously, the ecological environment is clean, the quality of life is comprehensively improved, the people have high income, are civilized and happy.
To realize the development aspiration, Phu Tho province has identified important breakthroughs. These are: unblocking, liberating and effectively promoting all resources for development; administrative reform, improving the investment and business environment, focusing on administrative procedure reform; promoting the development of science, technology, innovation and digital transformation; developing the private economy and building a startup ecosystem.
In addition, focus on developing high-quality, highly qualified human resources associated with attracting, training and utilizing talents. Build a team of cadres at all levels of the political system, especially key cadres at all levels who are truly exemplary, have advanced thinking and management capacity, suitable for the new organizational model and breakthrough development requirements.
At the same time, build a synchronous and modern socio-economic infrastructure with a focus on rapidly developing digital infrastructure, industrial park infrastructure, new urban infrastructure, tourism infrastructure, logistics infrastructure and intra-provincial and inter-regional transport infrastructure.
Along with that, Phu Tho province will focus on 6 main growth drivers including drivers from policy and institutional reform, improving the investment and business environment; drivers from exploiting geographical advantages and natural conditions; drivers from exploiting cultural and human values; drivers from exploiting infrastructure; drivers from developing industrial parks and urban areas; drivers from developing science, technology, innovation and digital transformation.
With the spirit of solidarity, high political determination and development aspirations, the 1st Congress of Phu Tho Provincial Party Committee is an important milestone, opening a new path to build the homeland of the Fatherland, continuing to write new brilliant pages in the journey of building a rich, civilized homeland, together with the whole country to develop prosperously in the new era.
