The 11th Military Emulation Congress for Victory, period 2020-2025

In the 2025-2030 period, with the theme "Solidarity, discipline, breakthrough, creativity, determination to win", the Military Emulation Congress aims to emulate breakthroughs and perfect the synchronous military-defense institutions.

On the afternoon of September 24, in Hanoi, the Central Military Commission and the Ministry of National Defense held the 11th Military Emulation Congress for Victory for the entire army for the 2020-2025 period.

Politburo members: President Luong Cuong, Chairman of the National Defense and Security Council, Commander-in-Chief of the Armed Forces; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Party Central Committee Secretary, Permanent Secretary of the Secretariat Tran Cam Tu, sent congratulatory flower baskets to the Congress.

Attending the Congress were General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army.

Also attending were members of the Party Central Committee: Vice President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council; Chief of the Party Central Committee Office Pham Gia Tuc; General Nguyen Tan Cuong, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense. Attending the Congress were former leaders of the Ministry of National Defense; representatives of leaders of central and local departments, ministries and branches; heads of the General Staff, General Department of Politics of the Vietnam People's Army and general departments; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, and National Emulation Fighters.

With the theme "Promoting the heroic tradition and noble qualities of "Uncle Ho's soldiers", the entire army competes to build a revolutionary, regular, modern army, firmly protecting the socialist Fatherland of Vietnam, together with the country moving steadily into the era of strong, prosperous, civilized and happy development," the Congress contributes to educating the glorious tradition of the heroic Vietnam People's Army, promoting the spirit of patriotism, self-reliance, self-improvement, and responsibility of agencies, units, officers and soldiers of the entire army to strive to excellently fulfill their tasks in the cause of building and defending the Fatherland.

Celebrating achievements, feats and new elements

Speaking at the opening of the Congress, General Phan Van Giang affirmed that over the years, the Emulation Movement for Victory has always been closely and comprehensively led and directed by the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels in the entire army, becoming a revolutionary action movement of officers and soldiers of the entire army and militia and self-defense forces nationwide.

The movement has taken place continuously, developed in both breadth and depth, achieved great results, and truly been a driving force to encourage and motivate collectives and individuals to overcome difficulties and hardships, strive to excel in all tasks, and contribute with the entire Party and people to make great victories in the cause of fighting for liberation, building and defending the Fatherland.

According to General Phan Van Giang, the 11th National Army Emulation Congress is taking place at a very important time. The entire army, with the highest spirit, is preparing to organize the 12th National Party Congress of the Army, competing to achieve the highest results to welcome the 14th National Party Congress.

“This is an opportunity for us to summarize the Patriotic Emulation movement in the Army and Militia, to commend the achievements, feats and new factors that have been formed and are developing in the Emulation movement for Victory over the past 5 years, and at the same time to determine the direction, goals and measures to promote the Emulation movement for Victory and effectively carry out the commendation work in the next 5 years,” affirmed General Phan Van Giang.

In addition, the Congress is also an opportunity to exchange experiences, learn from each other and set examples of advanced models, making the movement of learning from good people and good deeds a voluntary and regular activity of officers and soldiers of the People's Army and Militia and Self-Defense Force, thereby consolidating and enhancing the close relationship, solidarity, coordination and collective achievements between agencies, units, organizations and individuals in the entire army and nationwide.

The Minister of National Defense emphasized that the 11th National Congress of Emulation for Victory for the Whole Army has a very important meaning, marking a new development step of the Patriotic Emulation movement in the People's Army and Militia and Self-Defense Force; strengthening the determination of officers and soldiers of the entire army and Militia and Self-Defense Force nationwide, proactively overcoming difficulties, overcoming challenges, hardships, sacrifices, and making many achievements, making the glorious tradition of the People's Army and Militia and Self-Defense Force of Vietnam shine.

Emulate breakthroughs in building and perfecting synchronous military and defense institutions

The summary report on the results of the Emulation and Decision to Win movement presented by General Trinh Van Quyet at the Congress showed that over the past 5 years, the emulation and reward work and the Emulation and Decision to Win movement have been led, directed, and deployed promptly, comprehensively, synchronously, and with focus and key points by the Central Military Commission, the Ministry of National Defense, the General Department of Politics, and Party committees, political commissars, political officers, and commanders at all levels.

The Emulation Movement for Victory took place vigorously and widely, with many innovations and outstanding activities, especially emulation in strategic consulting work with the Party and State on military and national defense, in performing training tasks, combat readiness, preventing and combating all kinds of crimes, overcoming the consequences of natural disasters and epidemics, search and rescue; and in celebrating major holidays of the Party, the country and the Army.

The political and ideological situation of the officers and soldiers of the entire army, the militia and self-defense forces and the workers is stable. The officers and soldiers have a strong will, proactively overcome difficulties and hardships, and are ready to sacrifice for the Fatherland and the people.

Training, drills, competitions, and sports events have achieved many outstanding results; the organization and adjustment of forces have been organized closely, scientifically, and on schedule; the quality of building standards, enforcing discipline and reforming military administration, building exemplary clean and strong Party committees and organizations at all levels, and comprehensively strong "Exemplary and exemplary" agencies and units have achieved positive results.

International integration and defense diplomacy were proactive, flexible, effective, and substantive. Law-making work ensured progress and quality. Logistics, engineering, defense industry, finance, investment planning, scientific research, legislation, judiciary, cryptography, information technology application, digital transformation, and other aspects of work achieved many important results. Timely commendation, propaganda, and honoring of advanced models contributed to encouraging and motivating officers and soldiers to compete and complete their tasks well.

The Emulation Movement for Victory has created an important driving force, directly contributing to building agencies, units, organizations and forces in the entire army strong in all aspects, completing well and excellently all assigned tasks.

In the period of 2025-2030, with the theme "Solidarity, discipline, breakthrough, creativity, determination to win", the direction and tasks of emulation and reward work and the Emulation to Win movement focus on continuing to effectively implement plans, programs, and key contents in emulation and the work of building and replicating advanced models; innovating methods of organizing and directing emulation movements; building emulation models and advanced models that are truly exemplary, excellent, have the power to spread and convince throughout the army and the whole country; stepping up propaganda, encouragement, and promoting the role of advanced models, especially propaganda and setting examples in agencies and units.

Along with that, the entire army will well organize emulation activities to celebrate political events of the Party, the country and the Army, in the immediate future, promoting emulation to celebrate the 12th Army Party Congress in 2025 and the 14th National Party Congress, the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in 2026.

At the same time, focus on competing to excellently complete political tasks and make "breakthroughs" in building the Army; compete to make breakthroughs in building and perfecting the military and defense institutions synchronously and effectively performing military and defense tasks; compete to make breakthroughs in organizational structure, improving training quality, combat readiness, building discipline, managing discipline; in developing science and technology, innovation, digital transformation and performing well in all aspects of work./.
