Ensuring stable and smooth policy credit operations after the merger

The two-level local government officially came into operation on July 1. Accordingly, the Social Policy Bank (CSXH) system also merged to improve operational efficiency.

Transaction activities at Thanh Son Commune Transaction Point take place smoothly, safely and effectively after administrative unit arrangement.

After the merger, the Phu Tho Provincial Social Policy Bank Branch seriously implemented transaction activities at commune transaction points to ensure stable, smooth and effective policy credit activities, meeting the needs of poor households and other policy beneficiaries in the area.

We were present at the Tan Son commune transaction point (headquarters of the People's Committee of the old Tan Phu town) at exactly 8:00 a.m. on July 5 - the first transaction day at the commune of the Tan Son Social Policy Bank Transaction Office since the merger of the two-level local government. Right at the beginning of the transaction, the heads of the Savings and Loan Groups (TK&VV) were present in full force so that the transaction could be carried out conveniently and quickly.

According to the reporter's records, under the guidance of 4 officers of the Transaction Office at the point, the activities: Disbursement, debt collection, interest collection; receiving savings deposits from group members and residents; paying commission fees to the Management Board of the Savings and Credit Group... all took place safely and effectively, bringing satisfaction to customers.

The commune government has also paid attention, created favorable conditions for facilities and sent police officers to the transaction point to ensure all transaction activities take place safely and effectively.

Comrade Tang Tien Sy - Director of Tan Son Social Policy Bank Transaction Office said: "After the merger of the commune, the Transaction Office continues to maintain 17 transaction points at the headquarters of the People's Committee of the 17 old communes. The transaction schedule at the commune is carried out on a fixed day every month as before the merger. Thanks to that, it ensures that loan disbursement and debt collection activities take place normally. People can conveniently travel without having to travel far."

At the Thanh Son Social Policy Bank Transaction Office, also on July 5, transactions were conducted at 2 transaction points in Thanh Son commune (1 point at the old Thanh Son District People's Committee headquarters and 1 point at the old Thuc Luyen Commune People's Committee). It is known that Thanh Son commune currently has 75 Savings and Credit Groups. On the first day of trading after the merger, at the transaction point at the old Thanh Son District People's Committee, 18/18 Savings and Credit Group leaders came to transact. After completing the transaction, Ms. Nguyen Thi Bong - Head of the Savings and Credit Group in Phu Gia area, Thanh Son commune said: "The group I manage currently has 20 people who still borrow capital from the Social Policy Bank. After the commune merger, as the head of the Savings and Credit Group, my work of urging people to pay principal and interest has been going smoothly. I am very satisfied with the arrangement of convenient transaction locations, full facilities, spacious and airy by the commune government. With the enthusiastic guidance of the staff of the Social Policy Bank Transaction Office, the activities took place urgently and quickly."

Since July 1, 2025, Phu Tho province has 148 commune-level People's Committees. However, in order to continue to create favorable conditions and best serve the poor, other policy beneficiaries, Savings and Credit Groups, customers and effectively implement social credit activities in communes and wards in the province, Phu Tho Provincial Social Policy Bank Branch will continue to maintain the operation of 479 commune transaction points as before the administrative unit merger. Therefore, immediately after the merger, the Provincial Social Policy Bank Branch quickly implemented comprehensive measures to stabilize the organization, arrange a reasonable personnel structure, ensure smooth, continuous and uninterrupted operations throughout the province.

After the merger, the Branch has a total outstanding balance of policy credit programs reaching nearly 17.8 trillion VND with more than 296,000 customers with outstanding debt. Operations at the Transaction Offices continue to operate normally with full functions and operations, ensuring that the rights of borrowers are not affected, promptly transferring information and policy credit sources to people and beneficiaries through the system of 479 transaction points of the Social Policy Bank and over 8,200 Savings and Credit Groups at the grassroots level.

After the merger, although there is still much to do, policy credit activities continue to receive attention, direction and facilitation from Party committees and local authorities at all levels, the Board of Directors, the Central Bank for Social Policies and the Representative Board of the Board of Directors of the Provincial Bank for Social Policies, together with the foundation and tradition of the industry, the solidarity and consensus of the collective, the Branch is determined to strive to excellently complete the political tasks in 2025, contributing to creating momentum to promote the province's socio-economic development in the new period.
