In the context that the area of concentrated and accumulated land compared to the total agricultural production area is still limited, many large-scale commodity production areas have not been formed, and attracting investment enterprises is still difficult, Ha Tinh Provincial Party Committee issued Resolution No. 06-NQ/TU on leadership and direction of land concentration and accumulation associated with new rural construction in the period of 2021 - 2025 and the following years (Resolution No. 06-NQ/TU).



This is considered a strategic breakthrough, opening a new direction to change thinking and production methods, creating a modern and sustainable agricultural industry for the province. Immediately after its promulgation, the resolution was quickly thoroughly implemented, concretized in many directive documents and action plans of all levels, sectors and localities. Thanks to that, a vibrant movement has spread throughout the localities, gradually entering production practice, affirming the determination to innovate thinking and working methods in agricultural production.

On the vast field of more than 50 hectares in Nam Tan Dan village (Tung Loc commune), the small, narrow, muddy banks have receded into the past, giving way to a spacious 5-7m wide internal traffic system formed after the "revolution" of land conversion.

Mr. Tran Van Tuan - a resident of Nam Tan Dan village (Tung Loc commune) shared: “As one of the "pioneering" villages in October 2022, the policy of land consolidation and plot exchange was really not easy. At that time, many households were still hesitant and worried about how to do it, and long-standing farming practices were also difficult to change. But thanks to the perseverance of the government and the consensus of the people, the difficulties were gradually resolved. Up to now, the rice yield of the whole village has increased by an average of 15% compared to before; there is no more abandoned area; the cost of harvesters has decreased by about 30,000 VND/sao; the harvest time has also been shortened by 3-4 days because the fields are contiguous and flat. These practical results have helped people feel more excited and confident in the province's major policy."

More than 400 hectares of agricultural land have been converted, creating production areas of 30-60 hectares, the result of many years of the government and people of Thien Cam commune persistently "eating and sleeping with the fields". The policy of concentrating and accumulating land has been implemented methodically, focusing on consensus among the people, becoming a new impetus to promote local agriculture to develop in a modern and sustainable direction.
Mr. Nguyen Van Tue - Vice Chairman of Thien Cam Commune People's Committee said: " In the fields after land conversion, farmers have boldly applied technical advances, introduced new varieties, and mechanized production. Currently, the commune is also coordinating to deploy a rice cultivation model to reduce greenhouse gas emissions associated with selling carbon credits. The locality is determined not to stop at the initial results but will continue to have a roadmap to implement land conversion, expand the scale of large fields associated with the application of technical advances and new production models to increase the value of local rice products."



Up to now, after more than three years of implementing Resolution 06-NQ/TU, the whole province has concentrated and accumulated more than 13,000 hectares of agricultural land, reaching over 87% of the set target. According to the assessment of the Department of Agriculture and Environment, the planning of production areas has been focused, many localities such as Loc Ha, Cam Xuyen, Can Loc (before the merger) have creative ways of doing things, achieving the required goals and targets.
For the converted areas, over 85% of households are using land concentrated on one plot, gradually overcoming the situation of scattered land, small-scale production, and fragmentation, forming large fields producing in the direction of "one variety, one season, one cultivation process". Thanks to that, it contributes to reducing production costs, lowering product prices, increasing competitiveness in the market and increasing income per unit area.

Currently, the process of land conversion and accumulation is entering a new phase, not only expanding the scale but also associated with innovation in production methods, application of science and technology, towards modern commodity agriculture. Many value chain linkage models have been formed: organic rice production, following the organic direction in Ky Anh commune; high-quality rice at Ha Vang Agricultural Service Trade Cooperative (Can Loc commune) achieving 3-star OCOP; concentrated rice production at Dong Tien Agricultural Cooperative (Tran Phu ward)...
Mr. Nguyen Van Chien - Director of Thong Nhat - Xuan Lam Agricultural Cooperative (Bac Hong Linh Ward) shared: "The conversion of land has helped the Cooperative expand its production scale, making it easier to apply science and technology, and link with businesses. Currently, the Cooperative is implementing an organic rice model linked with businesses on an area of more than 12 hectares in the concentrated production area, aiming at the goal of sustainable development, increasing the value of rice grains and protecting the environment."

Besides the achieved results, the implementation of land concentration and accumulation still has limitations such as the lack of formation of many concentrated, large-scale commodity production areas; limited business linkages, and low policy disbursement rates;...
In addition to the objective causes of natural conditions, weather, epidemics, and high-risk agricultural production, the subjective causes are due to the leadership and direction of some Party committees and local authorities not being really resolute, lacking specific plans; the awareness and actions of a number of cadres, Party members and people have not kept up with the requirements of innovation; propaganda and mobilization work is still limited. The issue of planning and infrastructure development serving production has not been invested in one step ahead to create room for land concentration and accumulation.



Mr. Truong Van Cuong - Deputy Director of the Department of Agriculture and Environment of Ha Tinh said: "In the coming time, the industry will continue to strengthen leadership, propaganda and thoroughly implement Resolution No. 06-NQ/TU associated with the Project on organic agriculture development to enhance the role and responsibility of Party committees at all levels, authorities, cadres, Party members, people and enterprises in implementing land consolidation, plot exchange, concentration and accumulation of land in an ecological and circular direction, serving the construction of new rural areas. The Department will review and perfect support mechanisms and policies; encourage flexible forms of land transfer, lease and contribution; supplement support for investment in field infrastructure, facilitating mechanization and automation. At the same time, the province focuses on attracting enterprises to invest in large-scale agriculture, applying modern technology, replicating production linkage models, and continuing to build policies for the period 2026 - 2030 in accordance with the practical operations of local authorities. 2 levels, promoting sustainable agricultural development".



Concentrating and accumulating land in the spirit of Resolution 06-NQ/TU is not only a major policy but has actually entered production practice, becoming an important "lever" in the process of agricultural restructuring. The contiguous fields, contiguous plots, models of applying science and technology, and linking enterprises have clearly affirmed their effectiveness. This is not only a solution to remove the initial small-scale, fragmented production but also a strategic vision to create an ecological, commodity, and sustainable agriculture. The journey ahead is full of challenges but also opens up great opportunities, requiring determination, consensus and synchronous participation of the entire political system to arouse strength, create consensus among the people, contributing to making agriculture a solid pillar in the cause of industrialization and modernization of rural areas.
