Speed up disbursement of public investment capital in Hai An area

Focus on removing obstacles

The Hai An Southeast Ring Road Construction Investment Project, from the foot of Rao Bridge to the intersection with the Hanoi - Hai Phong Expressway, has an investment capital of VND 2,066 billion, a length of about 6.5 km, and currently has nearly 120,000 ^{m2 of} land that has not been cleared. Of which, 82,839 ^m2 is aquaculture land, the rest is land for irrigation, traffic and river dykes.

Mr. Vu Duc Nguyen, Deputy Site Commander of Package 02 of the project, said: Construction and Trade Joint Stock Company 299 in collaboration with Construction Investment Group Joint Stock Company 568 constructed the project, from km 0 + 642 to km 3 + 100. Up to now, the contractor has constructed all the locations where the investor has handed over the site. For the road item, the construction unit has deployed the second phase of crushed stone grading. However, there are about 1 km of the dike item and more than 200 m of the last route of the road item that have not yet handed over the site. In addition, some sections of the route intersect with the runway area serving aircraft landing, affecting the construction progress.

According to the representative of the Hai An Regional Project Management Board, the project has been suspended since 2017. After restarting in early 2025, up to now, the local coordination unit has organized meetings with organizations, families, and individuals to deploy land recovery notices, inventory plans, and complete inventory of architectural objects and crops of 16 households. On August 21, a decision was issued to establish a compensation, support, and resettlement council. Hai An ward alone approved the plan and cleared more than 431,000 ^m2 (nearly 80%) with a total amount of nearly 20 billion VND.

Previously, in June 2025, the City People's Committee issued Decision 1910 on approving the 7th adjustment of the project. The Hai An Area Project Management Board requested localities to re-extract administrative maps due to changes in land acquisition boundaries, re-verify the origin of land use for acquisition, and ensure project implementation progress.

In addition to the new Southeast ring road with disbursement reaching more than 40% of the capital plan, some other key projects in the Hai An area such as: the 40m axis road project connecting Le Hong Phong Street with the 100m Lach Tray - Ho Dong road (phase 2), the public transport route of the Hai An Administrative Center (route 5) and the Thanh To ward flower garden project have disbursed quite low due to problems with site clearance, project adjustment, design drawings...

According to Nguyen Van Tuan, Deputy Director in charge of the Hai An Regional Project Management Board, implementing the 2-level local government model and converting the model, closely following the city's direction, the unit quickly stabilized the infrastructure, proactively focused on disbursing public investment capital according to the scenario and plan of the City People's Committee. However, the disbursement progress has not met the requirements due to site clearance problems and some contractors are slow to implement construction after receiving the site handover. The main reason is that some families and individuals have not agreed with the mechanism and policies; cases of construction on land not allowed to be built on a large scale.

According to the roadmap, at the end of August and September 2025, the unit will coordinate with localities to focus on removing obstacles in site clearance work, ensuring the progress of disbursement of public investment capital according to the conclusion of the Chairman of the City People's Committee. Currently, in Hai An, there are 3 projects in the adjustment phase, so the unit closely follows the departments and branches, shortening the process to soon complete the legal procedures for implementation.

Implementing Decision No. 77 dated July 29, 2025 of the City People's Committee on coordination regulations in compensation, support and resettlement, Hai An and Dong Hai areas actively mobilize, dialogue, explain policies, and resolutely handle cases of intentional violations of construction on planned land.

Departments and branches need to speed up the appraisal and approval of project adjustments; contractors must clearly define responsibilities and ensure the construction progress of each package.
