Speed ​​up progress and ensure quality of key projects of the province

That was the request of comrade Nguyen The Phuoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee at the working session with the Construction Investment Project Management Board No. 1 (QLDA) and related units, on the afternoon of August 8.

Attending the meeting were leaders of the Departments of Finance, Construction, Agriculture and Environment; representatives of the Provincial People's Committee Office; contractors of the Provincial Convention Center Project and related units.

According to the report of Construction Investment Project Management Board No. 1, in the period of 2021 - 2025, this unit was assigned to implement 44 projects with a total capital plan of more than VND 9,948 billion, including 31 transitional projects and 13 newly started projects, of which there are 25 key projects, 7 emergency projects to overcome the consequences of storms and floods and 12 other large-scale projects.

In 2025 alone, the total capital plan assigned is more than 2,228 billion VND, expected to complete and put into use 31/43 projects.

To date, 7/25 key projects have been completed and handed over; 17 projects are under construction; 1 project to build embankments to prevent landslides in Ngoi Thia and Ngoi Hut streams has completed phase I (2021) and phase II (2024) but has not yet been allocated capital in 2025 to implement the remaining items; the disbursement value in the first 7 months of 2025 reached 559 billion VND, equal to 25.11% of the capital plan.

For projects to overcome the consequences of storm No. 3 in 2024, procedures for selecting contractors and signing contracts are being completed, ensuring construction starts in August and is completed in 2025.

Regarding the Project of compensation, support, resettlement and relocation of technical infrastructure serving the Lao Cai - Hanoi - Hai Phong railway project passing through the province, the survey and construction drawing design have been completed, and the documents and estimates are being reviewed; it is expected to approve a number of resettlement areas on August 10 and start construction from August 19, 2025.

At the meeting, the Construction Investment Project Management Board No. 1 also pointed out the difficulties and problems, mainly in site clearance, land use conversion, lack of dumping sites, lack of specialized human resources and the complexity of legal documents from old projects.

The Committee recommends that the Provincial People's Committee soon issue support policies and adjust unit prices. At the same time, it requests that localities closely coordinate in propaganda and mobilization so that people can hand over the site, creating favorable conditions for construction.

In his speech, comrade Nguyen The Phuoc acknowledged and highly appreciated the efforts of the Project Management Board after the merger, especially in the context of a large workload and urgent time. He requested that the Project Management Board and related units focus on removing difficulties, speeding up capital disbursement progress, ensuring resources for project implementation; departments, branches and localities must coordinate closely, thoroughly resolve land clearance problems, ensure that the projects are completed on schedule, meeting the socio -economic development requirements of the province.

For the Provincial Conference Center Project and the Provincial Party Committee Headquarters and Party Committees Project, the Standing Vice Chairman of the Provincial People's Committee requested the investor and contractor to mobilize maximum machinery and human resources, organize continuous construction, ensuring both progress and quality and aesthetics, and at the same time, review and promptly adjust unreasonable items; the contractor must proactively report when difficulties arise, operate flexibly, and simultaneously deploy bid packages to complete on schedule.

For projects that have not yet started construction, the Project Management Board needs to urgently complete site clearance and design review; for projects under construction, it is necessary to strengthen direction, arrange sufficient human resources and equipment to speed up progress, organize acceptance of completed volume, ensure disbursement according to plan, at the same time, closely coordinate with local authorities and relevant agencies to thoroughly handle problems, create favorable conditions for construction, and contribute to completing the development goals and tasks of the province.
