Site clearance and disbursement of public investment capital for projects in Vinh Bao district have been slow in the past and need to be accelerated in the coming time.

Comrade Le Anh Quan, Standing Vice Chairman of the City People's Committee, inspected the progress of the package to renovate and upgrade the road from Hoa River Bridge to Provincial Road 354 under the Hoa River Bridge Construction Investment Project.

On the afternoon of September 16, comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hai Phong City People's Committee chaired an inspection of the implementation of the Hoa River Bridge Construction Investment Project, connecting Hai Phong City with Hung Yen Province and the progress of disbursement of public investment capital in 2025 for projects invested by the Vinh Bao Regional Project Management Board.

Also attending the meeting were representatives of leaders of a number of city departments, branches and sectors, and leaders of 7 communes: Vinh Thuan, Vinh Thinh, Vinh Hoa, Vinh Hai, Vinh Am, Vinh Bao, and Nguyen Binh Khiem.

According to the report of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, the Hoa River Bridge Construction Investment Project has been implemented since November 2024. Up to now, the project has completed 46% of the roadbed construction; completed 54% of the drainage system; completed 26% of the grade 2 crushed stone construction; completed 100% of the reinforcement, fabrication of precast components, and the left-side return ditch...

Currently, the project has 18 households and 1 organization that have not yet handed over the site, of which 7 households have not yet received land and property money.

Regarding the disbursement of investment capital for projects assigned to the Vinh Bao Area Project Management Board as the investor, by September 15, more than VND 552.3 billion had been disbursed, reaching more than 40% of the total public investment capital plan assigned to 73 projects (total capital assigned by the city is VND 1,354.3 billion). However, the disbursement of public investment capital for projects in the old Vinh Bao area in recent times has been slow. The reasons are unfavorable weather, site clearance work is sometimes slow, construction material prices are higher than the approved estimate and the contractor's bid price, leading to some contractors working slowly...

Standing Vice Chairman of the City People's Committee Le Anh Quan requested localities to concentrate and closely coordinate with the Vinh Bao Regional Project Management Board to speed up site clearance and disbursement of public investment capital for projects in 7 communes in Vinh Bao district in the past.

The Vinh Bao Regional Project Management Board actively urges contractors to take measures to speed up the construction progress of works and projects to ensure progress according to the public investment disbursement scenario of the City People's Committee.

Contractors concentrate vehicles to construct items of the Hoa River Bridge Construction Investment Project.

Regarding the investment in the construction of the Hoa River Bridge, the Standing Vice Chairman of the City People's Committee, Le Anh Quan, requested the People's Committee of Vinh Am Commune to focus on leadership, direction, promote propaganda and mobilization, and quickly complete the site clearance for the remaining households. At the same time, proactively prepare a file for enforcement against households that have not received land and property money and intentionally do not comply with handing over the site to the investor, complete the enforcement file before September 25 to organize enforcement, hand over the site to the contractor before October 15. The contractor focuses on human resources, materials, machinery and equipment to speed up the construction progress of the project to complete by the end of December this year.

Regarding other projects in the area, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, requested localities to closely coordinate with investors to speed up the implementation progress. During the implementation process, the city's departments and branches will coordinate with localities and the Vinh Bao Area Management Board to resolve difficulties and obstacles, focus on acceptance and final payment for works and projects.
