In recent times, Thanh Xuan district has focused on investing in key roads and streets in the area. With the orientation of "traffic going first, paving the way", creating a solid foundation for sustainable development, the district continues to focus on investing in developing traffic infrastructure associated with urban beautification, overcoming traffic congestion with many projects; among these is the project to invest in building Ring Road 2.5 - the section from Nguyen Trai Street to Dam Hong.

Ring Road 2.5 - the section from Nguyen Trai Street to Dam Hong Street passes through 4 wards of Thanh Xuan District (Thuong Dinh, Ha Dinh, Khuong Trung, Khuong Dinh); has a length of 1.6km; roadbed cross-section scale of 40m; road surface width of 22.5m; sidewalk width of 14.5m; median strip width of 3.0m.

The Hanoi People's Committee assigned the Thanh Xuan District People's Committee to be the project investor with a total estimated investment of nearly VND 2,570 billion, sourced from the city budget. Implementation period 2022-2026.

Director of Thanh Xuan District Construction Investment Project Management Board Dinh Van Hai said that, implementing Decision No. 5908/QD-UBND dated November 20, 2023 of Hanoi People's Committee on approving the Ring Road 2.5 construction investment project - section from Nguyen Trai to Dam Hong, the District Construction Investment Project Management Board has advised the District People's Committee to issue: 681 land recovery notices of organizations, households and individuals in 4 wards (Thuong Dinh, Khuong Dinh, Khuong Trung; Ha Dinh); 4 land recovery plans, investigation, survey, measurement and inventory. At the same time, organize meetings with people to announce policies, announce the progress plan for land recovery, compensation, support and resettlement policies, and publish documents related to land recovery.

Up to now, Thanh Xuan district has completed the investigation, measurement and counting of organizations and households, individuals and organizations, and publicly announced 5 options (of which 4 options have been appraised by the Council to submit to the District People's Committee for approval) of organizations in Thuong Dinh ward to implement the project. The district also issued a decision to reclaim land and approved compensation and support plans for 4 options of organizations in Thuong Dinh ward.

Efforts to speed up site clearance progress

In an effort to speed up the progress of land clearance and compensation to serve the construction of the Ring Road 2.5 project, Director of the Thanh Xuan District Construction Investment Project Management Board Dinh Van Hai informed that in the coming time, Thanh Xuan District will focus on implementing and completing the determination of land prices as a basis for formulating plans for calculating compensation and support for households and individuals. Along with that, the People's Committees of wards will focus on confirming the origin, land use process, and construction time to formulate plans for compensation, support, and resettlement. Organize public announcement of compensation, support, and resettlement plans for households and individuals within the project scope, expected in the first quarter.

I/2025. The District People's Committee will complete the issuance of land recovery decisions and approve compensation and support plans for eligible cases in 2025.

Vice Chairman of Thanh Xuan District People's Committee Le Hong Thang - Chairman of the District Compensation, Support and Resettlement Council also requested relevant departments, offices, units and People's Committees of wards to publicize and make the project transparent so that people can monitor and supervise according to regulations. At the same time, step up information and propaganda work to create consensus among people. Strictly implement regulations on compensation and resettlement support for organizations and individuals whose land is recovered, ensuring that people have a better or equal life than their old place of residence.

 

In 2025, Thanh Xuan district will focus on implementing the land acquisition and clearance for the Ring Road 2.5 construction investment project - the section from Nguyen Trai to Dam Hong. The project's goal is to contribute to completing and smoothing the Ring Road 2.5 route, improving investment efficiency; ensuring the synchronization of the urban traffic system, in accordance with the overall master plan of Hanoi City.

At the same time, it contributes to reducing traffic congestion, synchronizing the urban traffic infrastructure system in the area, connecting Thanh Xuan district with other districts of the capital, promoting trade, services and economic development of Thanh Xuan district.
