The Director of the Ho Chi Minh City Department of Health has just signed and issued a document to the directors of affiliated units, reminding them to pay benefits to civil servants and employees according to Decree No. 05/2023/ND-CP.
According to the document, on February 15, 2023, the Government issued Decree No. 05/2023/ND-CP stipulating preferential allowances according to occupation for civil servants and public employees working at public health facilities. The preferential allowances prescribed in this Decree apply from January 1, 2022 to December 31, 2023.
Regarding this content, the Department of Health has issued many documents to deploy, guide, urge and direct its affiliated units.
Firstly, Official Dispatch No. 1561/SYT-KHTC dated March 8, 2023 of the Department of Health sent to affiliated units regarding reporting on vocational incentive funding according to Decree No. 05/2023/ND-CP dated February 15, 2023 of the Government.
In which, the Department of Health stated the funding for payment from the state budget, the unit's revenue and other legal funding sources. In case the unit does not have enough funding to implement, it needs to propose a budget and be responsible for the accuracy of the data.

The second is Official Dispatch No. 3472/SYT-KHTC dated April 23, 2024 of the Department of Health on funding sources for implementing the preferential occupational allowance regime according to Decree No. 05/2023/ND-CP.
According to this document, based on the Ministry of Finance 's guidance on funding sources, the Department of Health requests units to review revenue from career activities and other legal funding sources (including remaining salary reform sources) to make payment of benefits.
In case the funding source does not guarantee payment, the unit shall report to the Department of Health for appraisal before April 26, 2024.
Most recently, Official Dispatch No. 12428/SYT-KHTC dated November 25, 2024 of the Department of Health sent to district hospitals and Thu Duc City (before the merger).
In particular, the Department of Health requested that units prioritize the use of revenue from career activities and other legal funding sources to pay preferential occupational allowances to civil servants who directly and regularly work in medical professions according to Decree No. 05/2023/ND-CP.
However, up to now, there are still some units that have not paid the above allowance to eligible officials.
To ensure full implementation of policies and benefits for civil servants and public employees at the unit, the Department of Health requests directors of affiliated units that have not paid or have not paid in full to urgently balance financial resources to prioritize payment of preferential occupational allowances according to Decree No. 05/2023/ND-CP before December 31.
The above payments must be made seriously, in accordance with the subjects, regimes, prescribed standards and reported to the Department of Health.

Previously, many medical staff at the (old) district hospitals of Ho Chi Minh City reported to Dan Tri reporters that they had not received the allowances according to Decree 05 for more than 2 years, even though they were eligible. This has greatly affected their lives.
Responding to reporters, leaders of many related hospitals admitted that they could not pay or did not fully pay allowances according to Decree 05 to employees because there were no more funds.
Some places said they had sent documents to the management agency requesting funding from the budget, but the spending was not approved.
Decree 05/2023/ND-CP on preferential allowances for medical staff
Pursuant to Conclusion 25-KL/TW (December 30, 2021), the preferential allowance for preventive and primary health care workers is increased from 40-70% to 100%. Applicable period: from January 1, 2022 to December 31, 2023.
Subjects: regular civil servants directly working in the field at: preventive medical facilities (including border quarantine); commune, ward and town health stations; regional polyclinics; maternity homes; medical centers and hospitals at district, town, city and provincial levels.
