Mountainous localities speed up disbursement of capital for national target programs

According to the report of the Department of Finance, for the National Target Program (NTPP) on sustainable poverty reduction and the National Target Program on socio -economic development in ethnic minority and mountainous areas, up to now, the total capital plan for 2025 (including previous years) has been disbursed at 736.3 billion VND, a rate of 33%. Of which, disbursed investment capital is 348.4 billion VND, a rate of 31%; disbursed public service capital is 388.1 billion VND, a rate of 35%.

Specifically, the National Target Program for Sustainable Poverty Reduction disbursed VND270.2 billion, accounting for 28%. Of which, investment capital disbursed VND151.9 billion, accounting for 27%; public service capital disbursed VND118.3 billion, accounting for 30%.

For the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period, up to now, 466.4 billion VND has been disbursed, accounting for 37%. Of which, disbursed investment capital is 196.5 billion VND, accounting for 34%; disbursed public service capital is 269.8 billion VND, accounting for 39%.

The progress of the program implementation has encountered some difficulties. In the first 6 months of the year, localities focused on perfecting their apparatus and adjusting documents, leading to delays in implementation and disbursement.

In addition, many specialized officers have changed jobs, causing disruptions in program monitoring, especially in the old Quang Nam area. Reported data from communes and wards do not match with specialized agencies, affecting capital allocation...

Vice Chairman of the City People's Committee Tran Anh Tuan emphasized that in the current difficult context, departments, branches and localities must show great determination and seriousness.

“First of all, it is necessary to focus on thoroughly understanding responsibilities and prioritizing capital disbursement with the viewpoint that “one dong of public investment capital can lead three dongs of social capital”. The practical benefits of public investment ultimately still go to local people.

Currently in the final stage, the end of the fiscal year and the end of the implementation stage, the administrative apparatus has just come into operation so the pressure is very great. However, units and localities must make every effort to implement.
