I am a primary secondary school teacher, code 15a.201, salary grade 2.34, since 2011. In 2016, I was transferred to the secondary school teacher grade II, code V.07.04.11. In 2022, secondary school teachers with salary grade from 3.99 and above will be transferred to the new teacher grade (based on salary grade, not based on other standards of secondary school teachers grade II).

In April 2023, I was still in the rank of junior high school teacher grade II, code V.07.04.11, salary grade 3.66. The salary increase milestone in the decision was April 2023. In October 2023, I was transferred to the rank of junior high school teacher grade II, code V.07.04.31, salary grade 4.0, the salary increase milestone in the decision was October 2023. The Ministry of Education and Training issued Circular No. 13/2024/TT-BGDDT dated October 30, 2024, stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public primary and secondary school teachers, and university preparatory teachers (effective from December 15, 2024). Standards and conditions for considering promotion of professional titles of junior high school teachers, grade I (code V.07.04.30) are specified in Article 8 of Circular No. 13/2024/TT-BGDDT.

In particular, there is a requirement to meet the requirements on the time holding the professional title of a grade II secondary school teacher (including the time holding an equivalent rank) as prescribed in Clause 7, Article 3 of Circular No. 08/2023/TT-BGDDT.

Specifically: Officials taking the exam or being considered for promotion to the professional title of junior high school teacher grade I (code V.07.04.30) must have held the professional title of junior high school teacher grade II (code V.07.04.31) or equivalent for at least 6 (six) years by the deadline for submitting application for the exam or promotion.

In addition, according to the provisions of Clause 2, Article 10 of Circular No. 03/2021/TT-BGDDT, which was amended and supplemented in Clause 10, Article 3 of Circular No. 08/2023/TT-BGDDT, the time a teacher holds the professional title of Grade II junior high school teacher (code V.07.04.11) or holds the main junior high school teacher rank (code 15a.201) is determined to be equivalent to the time holding the professional title of Grade II junior high school teacher (code V.07.04.31).
