On November 15, at the Provincial Citizen Reception Office, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, periodically received citizens according to Regulation No. 11 of the Politburo on the responsibility of Party leaders in receiving citizens, having direct dialogue and handling citizens' reflections and recommendations. Also receiving were comrades: Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee; Le Van Anh, Vice Chairman of the Provincial People's Council.

At the reception, after listening to citizens' suggestions and opinions of members of the Provincial Citizen Reception Council, as well as studying relevant documents and legal bases, Provincial Party Secretary Vu Dai Thang gave directions on resolving a number of specific cases.
Accordingly, households in Cam Thuy ward, Cam Pha city have petitioned that households who have purchased land in the new urban area project in Cam Thuy ward of Quang Ninh Cement Company since 2004 have not been granted land use right certificates because the project has encountered problems related to extending the implementation time.

Based on the review of the people's petition, the opinions of the Provincial People's Committee, relevant departments and branches and Cam Pha City, the Provincial Party Secretary shared the difficulties of the households when the project has lasted for 20 years but up to now the people have not been granted the Land Use Right Certificate. In directing the resolution of this case, the Provincial Party Secretary assigned the Provincial People's Committee to direct departments, branches and Cam Pha City People's Committee to focus on resolving the case as soon as possible, ensuring the rights of the people according to the provisions of law. At the same time, he requested the citizens to continue to coordinate with the investor to complete the legal procedures to implement the project as soon as possible.
Through the incident, he also requested the Provincial People's Committee to direct a review of all similar projects to gradually find ways to completely resolve the problems of these projects, ensuring the rights and soon stabilizing the lives of the people.

Regarding the cases of Mr. Pham Minh Bang and representatives of Quang Minh War Invalids Enterprise requesting compensation payment, site clearance for the Northeast Sports Center project in Dai Yen ward, Ha Long city for 31.9 hectares recovered since 2010, the Provincial Party Secretary assigned the Provincial People's Committee to direct the Department of Planning and Investment to preside over and coordinate with relevant departments, branches and Ha Long City People's Committee to carry out procedures according to regulations to submit to the Provincial People's Council for approval of additional funds to pay for Quang Minh War Invalids Enterprise.

On the same day, the Provincial Citizen Reception Council received a number of other cases in the province. The petitions were directed by the Provincial Citizen Reception Council to be resolved in accordance with legal regulations, protecting the legitimate rights and interests of citizens.
Also at the citizen reception, the Provincial Party Secretary directed and disseminated a number of contents in the work of receiving citizens, resolving complaints and denunciations in the province. He requested that in the coming time, Party committees and authorities from the province to the grassroots continue to promote the achieved results, perform better the work of receiving citizens, resolving complaints and denunciations, especially in the period from now until the Party Congresses at all levels. For cases under the authority and with clear solutions, it is necessary to speed up the implementation progress. At the same time, it is necessary to count the implementation results, not to let the case drag on for too long without being resolved, leading to people making repeated petitions. Thereby, promptly resolving issues arising among the people and serving the overall development of the province.
