Comrade Nguyen Hong Thai was appointed to hold the position of Secretary of the Bac Ninh Provincial Party Committee.

On the morning of September 30, the Bac Ninh Provincial Party Committee held the opening ceremony of the 1st Congress of Delegates, term 2025-2030, with the theme "Building a streamlined, strong Party and political system, operating effectively, efficiently and effectively; promoting the potential, advantages and cultural identity of Kinh Bac; solidarity, self-reliance, self-confidence to build Bac Ninh province to develop rapidly, comprehensively and sustainably, becoming a centrally-run city before 2030".

Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission attended and directed the Congress.

General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; and National Assembly Chairman Tran Thanh Man sent flower baskets to congratulate the Congress.

Attending the Congress were comrades of the Party Central Committee, representatives of leaders of central departments, ministries, branches, Military Region 1 Command, Army Corps 12, leaders of provinces and cities, leaders and former leaders of the province through the periods, Vietnamese Heroic Mothers, Heroes of the Armed Forces, Heroes of Labor... and 449 official delegates representing more than 156 thousand party members from 103 party committees under the Bac Ninh Provincial Party Committee.

Turn Bac Ninh into a centrally-governed city before 2030

In his opening speech, Secretary of the Bac Ninh Provincial Party Committee for the 2020-2025 term Nguyen Van Gau affirmed that the 1st Provincial Party Congress for the 2025-2030 term took place at an important time, Bac Ninh, together with the whole country, completed the arrangement of administrative units, streamlined the apparatus, and operated the 2-level local government model smoothly and effectively.

Over the past 5 years, the Party Committees of the two provinces of Bac Giang and Bac Ninh in the past and the Party Committee of Bac Ninh province at present have led the people to strive and achieve many important achievements in various fields.

The economy continues to develop comprehensively, many important indicators are among the leading provinces in the country; the average GRDP growth rate in the period is estimated at 8.98%/year; many key large-scale projects and works are focused on, contributing to changing the appearance from urban to rural areas. Culture and society have many progressive changes. The work of building and rectifying the Party has achieved many positive results. The political system and apparatus are streamlined, operating effectively and efficiently... The most important thing is that the people always enjoy the fruits of development, and their material and spiritual lives are clearly improved.

The political report at the Congress stated that the general goal of the 2025 - 2030 term is to build a united, clean and strong Party Committee and political system of Bac Ninh province; develop the economy - society rapidly, comprehensively and sustainably; ensure national defense and security; constantly improve and enhance the material and spiritual life and living environment of the people; confidently move forward with the whole country in the new era of national development; turn Bac Ninh into a centrally-run city before 2030 and by 2045 into a green, civilized city imbued with Kinh Bac cultural identity.

In particular, 26 targets are set for the economy, society, environment, security, Party building and political system. Some basic targets are: striving for an average growth rate of gross regional domestic product (GRDP) in the period of 2026 - 2030 of 11-12%/year by 2030; by the end of 2027, the whole province will have no poor households...

To achieve the set goals, the Congress set out 5 key tasks and 4 main groups of solutions. The Congress identified 3 breakthroughs such as improving the capacity to plan and implement public policies at the local level and participating in policy making with the Central Government to remove bottlenecks and barriers, unblock and liberate all resources for investment and development. Along with that, focus on building, training, attracting and making use of high-quality human resources, especially experts in services, digital transformation, high technology, new technology, and key supporting industries; continue to streamline the organization of the political system, ensuring effective, efficient and effective operations. At the same time, continue to complete synchronization and breakthroughs in building socio-economic infrastructure.

Unity, successful implementation of goals

The Congress announced the Politburo's Decisions on appointing members to the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term.

Accordingly, the Politburo decided that Senior Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, ceased to participate in the Central Military Commission for the 2020-2025 term, ceased to hold the position of Deputy Minister of National Defense and related positions according to the structure; transferred, assigned, appointed to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, held the position of Secretary of the Bac Ninh Provincial Party Committee, term 2025-2030 and appointed to participate in the Party Committee of Military Region 1.

The Executive Committee of the Bac Ninh Provincial Party Committee for the 2025-2030 term consists of 71 comrades; the Standing Committee of the Provincial Party Committee consists of 18 comrades. The Deputy Secretaries of the Bac Ninh Provincial Party Committee include: Nguyen Thi Huong, Nguyen Viet Oanh, and Vuong Quoc Tuan.

At the Congress, Deputy Head of the Central Organizing Committee Nguyen Quang Duong said that on September 30, 2025, the Politburo issued a Decision to transfer, assign, and appoint comrade Nguyen Van Gau to participate in the Central Military Commission for the 2020-2025 term. After the end of the 1st Congress of Bac Ninh Provincial Party Committee, comrade Nguyen Van Gau will receive a new assignment.

Speaking at the Congress, comrade Nguyen Duy Ngoc congratulated and commended the impressive achievements that the Party Committee, government and people of all ethnic groups in Bac Ninh province achieved in the past term.

Comrade Nguyen Duy Ngoc said that our country is entering a breakthrough development phase to realize two 100-year goals (by 2030, becoming a developing country with an upper middle income; by 2045, becoming a developed country with a high income). These are very high goals, requiring great efforts and breakthrough solutions to achieve. Therefore, the requirements for localities in the country in general and Bac Ninh province in particular are much higher than in the previous term.

Pointing out the advantages of Bac Ninh in the new period, comrade Nguyen Duy Ngoc suggested that Bac Ninh continue to study and thoroughly grasp the breakthrough policies and decisions issued in the past time, especially the Resolutions of the Central Committee and 7 Resolutions of the Politburo such as Resolutions 57, 59, 66, 68, 70, 71, 72.

Bac Ninh promotes the cultural and spiritual values of the traditional Kinh Bac land - the land of "geomancy - talented people"; strongly arouses the spirit of "pride of the past - responsibility of the present - aspiration of the future", turning potential and advantages into development driving forces for Bac Ninh to rise up to become a rich and powerful land, one of the dynamic development centers of the whole country.

The Chairman of the Central Inspection Committee pointed out 5 key directions of work that Bac Ninh needs to carry out. In particular, focusing on building a clean, strong Party and political system that operates effectively, efficiently and effectively. The province needs to take care of developing culture, society and people; preserving and promoting Kinh Bac cultural identity, Quan Ho heritage combined with cultural, spiritual and ecological tourism; building Bac Ninh people that are civilized, modern, creative but rich in identity...

On behalf of the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Standing Committee of the Bac Ninh Provincial Party Committee for the 2025-2030 term, comrade Nguyen Hong Thai expressed his deep gratitude to the Politburo members and the Secretariat for their trust and confidence in assigning him this important responsibility, emphasizing that this is a great honor as well as a heavy responsibility before the Party Committee and people of the province.

Comrade Nguyen Hong Thai affirmed that the Party Executive Committee of Bac Ninh province will continue to inherit and promote the tradition of solidarity and unity; the achievements that previous generations have worked hard to build; strictly comply with the Party's principles and regulations; promote collective intelligence, uphold individual responsibility; constantly innovate, improve leadership capacity, and be determined to successfully implement the goals and tasks set out in the Congress Resolution.
