Reward taxpayers for fulfilling tax obligations |

80 years ago, along with the joy of national independence and the birth of the Democratic Republic of Vietnam, on September 10, 1945, Minister of the Interior Vo Nguyen Giap, on behalf of the President of the Provisional Government, signed Decree No. 27 on "Establishing a Department of Customs and Indirect Taxes". Since then, the State tax sector of Vietnam was officially born. On August 6, 2010, the Prime Minister issued Decision No. 1370/QD-TTg, taking September 10 every year as "Traditional Day of the Vietnamese Tax Sector". Also exactly 35 years ago, implementing Decree 281-HDBT dated August 7, 1990 of the Council of Ministers (now the Government), the tax system came into operation in a unified organization. Along with the whole country, Hue City Tax was also established and came into operation on October 1, 1990.
In the early days of its establishment, to keep pace with the tax sector of the whole country, Hue City Tax focused on training, gradually standardizing cadres and civil servants in the following aspects: professional qualifications, political theory, foreign languages and information technology. Thanks to the continuous enhancement of cultural, ethical, professional and political theory education, the vast majority of civil servants in the sector have a firm ideological stance, overcome the temptations of the market mechanism, unite, and successfully complete assigned political tasks. Currently, most of the unit's key cadres have undergone political and state management training courses. Of which, 16 cadres have advanced political qualifications; 134 have intermediate political theory qualifications. In terms of expertise, 84 civil servants have master's degrees, 388 have university degrees.
As the country enters the integration period, the National Assembly and the Government have also issued many new tax policies. Tax authorities at all levels have coordinated with press agencies to effectively propagate laws, ordinances on taxes, fees and guiding documents. Synchronously and comprehensively deploy reform and modernization programs, achieving high efficiency such as: Law on Tax Administration, reform of administrative procedures, eliminating tax administrative procedures that cause inconvenience and cost for taxpayers and tax authorities. Implement electronic tax declaration, payment, and refund, removing difficulties for taxpayers in fulfilling their obligations to the state budget. Gradually modernize tax management on the basis of building and deploying information technology applications. Facilities are being invested and upgraded from headquarters to working facilities and equipment...
Along with that, the tax sector has always paid attention to the innovation of the organizational apparatus, aiming to enhance the effectiveness and efficiency of tax management. In particular, implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Central Executive Committee "Some issues on continuing to innovate the organizational apparatus of the political system to be streamlined, effective and efficient", to ensure good implementation of the task of collecting the state budget in the area, the City Tax is structured with 6 functional departments, offices and 5 basic taxes.
Over the years, the City Tax has always successfully completed the assigned budget collection task every year, each year higher than the previous year, contributing to ensuring the budget expenditure needs and making important contributions to the economic and social development of the city. The whole sector has regularly launched emulation movements, promoted initiatives, encouraged and motivated cadres and civil servants to strive to excellently complete the assigned tasks. The City Tax sector has also been highly appreciated by the Party and the State with many noble awards. Many collectives and individuals have been awarded the Labor Medal by the State; the Government, the Ministry of Finance, the City People's Committee, the Tax Department, all levels and sectors have awarded certificates of merit and recognized emulation titles at all levels.
Innovation to best support taxpayers
Promoting the achieved results and striving to complete the tax sector development strategy until 2030 and the socio-economic development plan of the city in the coming time, as set out in the Resolution of the Party Congress for the term 2025 - 2030, Hue City Tax takes advantage of the leadership, direction and management of the Ministry of Finance, the Tax Department, the City Party Committee, the People's Council and the City People's Committee in performing tax tasks. Closely coordinating with branches, party committees at all levels and local authorities, striving to complete and exceed the assigned budget, contributing to creating resources for socio-economic development in the area.
Along with that, the City Tax will continue to promote administrative procedure reform in the direction of simplification, creating the most favorable conditions for taxpayers, gradually increasing voluntary compliance with taxpayer obligations. Increase investment in facilities and modernization for tax authorities, comprehensive digital transformation of tax management. Strengthen propaganda work on tax law and policy mechanisms so that people and society understand and agree with tax work, tax-paying enterprises understand and fulfill their tax obligations well. Focus on propaganda and support to remove difficulties of enterprises and taxpayers in the process of operation according to each type and scale of enterprise and business establishment. At the same time, strengthen inspection work, prevent budget loss, and collect tax arrears. Strengthening political and ideological education for civil servants and employees to raise political awareness and responsibility in performing public duties... Actively implementing the arrangement and stabilization of the tax sector's organization to be streamlined, operate effectively and efficiently, build a strong Party and mass organizations, and build a cultural agency. Innovating working methods, constantly studying, practicing, improving professional capacity and political qualities, strengthening discipline for officials, building a good working environment for officials and civil servants to fully develop their abilities and capacities to serve agencies, units, people and businesses.
