Dong Nai: Removing the 'bottleneck' of site clearance for key highway projects

(DN) - On the morning of August 26, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha chaired a meeting to listen to reports from specialized agencies on the progress of compensation and site clearance for the Gia Nghia - Chon Thanh Expressway Project and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project.

At the meeting, representatives of departments, branches and localities frankly pointed out a number of difficulties and obstacles in the process of implementing the project progress such as: Many plots of land have difficulty in determining the origin because the landowner does not live in the locality; for forestry land and planted forest land, it is difficult to prepare compensation and support records because the allocation records cannot be determined and there are no field boundaries.

The approval of land prices and compensation plans has not had specific instructions, so the work of counting and calculating the number of houses and properties attached to land where the project passes through has encountered many difficulties. This is considered to be the cause affecting the progress of site clearance, slowing down the disbursement of public investment capital for projects.

From the difficulties and problems that have been pointed out, the relevant units have also recommended and proposed to the competent authorities to promptly provide cadastral records and determine the location and scope of land in the site clearance work, especially plots of land related to planted forests. At the same time, the infrastructure of resettlement areas serving the project will be completed soon. On that basis, the communes and wards will advise the Provincial People's Committee to approve the land price of the resettlement area to develop compensation and resettlement support plans according to regulations...

Concluding the meeting, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha shared the difficulties of the localities. However, according to the target of compensation and site clearance for the projects, the progress has not been on schedule.

Vice Chairman of the Provincial People's Committee Ho Van Ha suggested: For the work of counting and inventorying houses and assets attached to land, it is necessary to post a specific time frame. Specialized agencies must have a specific roadmap and plan, striving to complete 100% by September 26.

Regarding the compensation approval plan, the principle of easy to do first, difficult to do later must be followed. However, the specialized agency must soon have a compensation plan to establish propaganda and mobilization teams. All stages must take place simultaneously, with a clear spirit of people, work, time, and results. It is impossible to wait for one thing to be completed before doing another. After the compensation plan is completed, it must be publicly posted so that people can clearly understand and support the project. Try to complete the compensation work in 2025, minimizing the need to move to 2026.

The Gia Nghia - Chon Thanh Expressway section through Dong Nai province is nearly 101km long, passing through 10 communes and wards, with 4,294 affected land plots. The total area recovered for project implementation is over 940 hectares. Up to now, 100% of communes and wards have developed compensation, support and resettlement plans. The authorities have also issued land recovery notices for 3,272 plots, reaching more than 78%; inventorying and counting houses and assets attached to land for 2,023 plots, reaching nearly 54%...

For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, the section passing through Dong Nai is 6.9km long, the total area to be reclaimed for the project is nearly 84 hectares, of which the majority is people's land. Up to now, relevant localities and units have issued notices of land reclamation for 282/283 plots. Currently, people have handed over 66 plots of land; the authorities have also paid compensation and support with an amount of nearly 186 billion VND...
