Roads managed by district level are decentralized to communes and managed by the Department of Construction.

Hai Duong Provincial People's Committee has agreed with the proposal of the Department of Construction on the management of tasks related to the road sector and urban construction tasks managed by the district level in accordance with the 2-level local government model.

Accordingly, in the road sector, the Department of Construction will take over the management task of provincial road sections previously managed by districts but included in the provincial road planning for the 2021-2030 period.

Specifically, the Department of Construction manages a number of provincial roads such as: provincial road section 389 (km 22 + 800 – km 26 + 320) 3.52km long; provincial road section 390C (km 3 + 700 – km 13 + 900) 10.2km long and provincial road section 391 (km 0 – km 6) 6km long. The People's Committee at the commune level will manage the roads managed by the People's Committee at the district level, except for the provincial road sections assigned to the Department of Construction for management.

Regarding the task of urban construction, while waiting for the issuance of official regulations on decentralization of management, from July 1, 2025 to December 31, 2025, the Provincial People's Committee temporarily assigned the task of urban construction managed by the district-level People's Committee to the Department of Construction and the commune-level People's Committee.

The Department of Construction manages the task of urban construction in the wards after the administrative unit arrangement, including the management of the lighting system (including artistic lighting); the management of parks and trees; the management of rainwater and wastewater drainage systems, and drainage pumping stations; except for the task of managing cemeteries and funeral homes.

The People's Committee of the commune manages the task of urban construction in the commune (including towns after the administrative unit is reorganized into communes). The People's Committee of the ward manages the tasks of managing cemeteries and funeral homes in the area.

The Department of Finance is assigned to preside over, coordinate, and guide the Department of Construction and the People's Committees of communes formed after the arrangement of administrative units to carry out procedures for transferring public assets in accordance with the provisions of law; promptly advise on budget allocation for new management units to carry out management and maintenance work in accordance with the provisions of law.
