Many people think that the parent-teacher association should be dissolved because some principals are "using" the association to mobilize parents to make "voluntary" contributions, and of course, such cases are going against current regulations.

Parents' representatives must protect students' rights.

Article 5 of Circular 55/2011 of the Ministry of Education and Training guides the duties and rights of the head and members of the class parent representative committee as follows: "Coordinate with the homeroom teacher to develop and organize the implementation of a plan to organize educational activities according to the content agreed upon at the parent-teacher meeting at the beginning of the school year; prepare meetings of the parent representative committee and parent-teacher meetings, organize the collection of wishes and recommendations of parents".

Accordingly, the rights of the head of the class's parent representative committee are also clearly defined: "Assign specific tasks to the deputy head and members, chair meetings of the parent representative committee, coordinate with the homeroom teacher to organize student educational activities on behalf of the parent representative committee; discuss with the homeroom teacher about parent activities, reflect parents' opinions on education quality and teaching quality; together with the homeroom teacher, consider and propose commendation, rewards or disciplinary action against students of the class".

So, basically, the function of the class parent representative committee is not to mobilize money that the Ministry of Education and Training does not allow. Mobilizing parents to contribute in an equal manner is even more wrong, causing frustration for those involved and negative reactions in society.

In addition, some schools have parents' representatives giving gifts and "care" money to teachers and school staff, making society even more skeptical about parents' representatives.

Therefore, the parent-teacher association must understand the law and must represent the majority of parents.

In fact, it is very easy to dissolve the parent-teacher association, but it is even more valuable to maintain and properly perform its functions and promote its role because in reality, many schools are in dire need of support from parents in the school.

The problem is whether those elected to the parent-teacher association have the courage to speak up and protect the legitimate rights of their children and say no to overcharging. The media’s coverage of some schools has caused many parents in these classes to lose faith, especially poor parents, when the burden of school fees weighs too heavily on their shoulders.

It is not difficult to dissolve the parent-teacher association.

Dissolving the parent-teacher association is not difficult, because in reality, many parents are very shy when being introduced and elected to the class or school parent-teacher association because they are "eating at home and carrying the burden of the whole country". Parents elected to the class or school parent-teacher association are people who work for free and sometimes waste a lot of time on class or school work.

However, in reality, members of the parent-teacher association often support homeroom teachers and schools a lot, especially in difficult areas at the beginning of the school year.

In areas with difficult economic conditions, the dropout rate at schools is often very high. At the beginning of the school year, the school will coordinate with the parent-teacher association and local authorities to visit each student at risk of dropping out to encourage parents to send their children to school.

Members of the parent-teacher association are usually local people, neighbors or siblings of parents whose children are at risk of dropping out of school, so they are easier to talk to and persuade than teachers. With the support of the parent-teacher association, many drop-out students have returned to school.

Not to mention, the parents' representative committee mobilized philanthropists to help poor students with bicycles, clothes, school bags, school supplies, etc. because every school has many disadvantaged students.

Therefore, maintaining a parent-teacher association is also a useful thing for students and parents, provided that the parent-teacher association is not an "extended arm" of the principal, standing up to mobilize illegal amounts of money as some schools have been reported by the press recently.

However, to promote the role and responsibility of the parent-teacher association, the first thing is that in the first parent-teacher meeting of the year, each class should boldly introduce people who have full qualities, abilities, understanding of education policies and clear opinions. If the school introduces them first, other parents can speak up or disagree when voting.

In fact, it is very easy to dissolve the parent-teacher association, but it is even more valuable to maintain and properly perform its functions and promote its role because in reality, many schools are in dire need of support from parents in the school.

In addition, the authorities also need to strictly handle school boards if they allow overcharging to occur in their management units. After all, in this case, the parent representative boards of some schools are being taken advantage of by the principals.

If we re-establish the rules, fulfill the roles, functions and tasks according to the guidance of Circular 55 of 2011 of the Ministry of Education and Training, maintaining the parent-teacher representative board is still useful and necessary. Because, no matter the circumstances, schools always need to coordinate with parents in many tasks, not simply a matter of money as some schools are doing.
