Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2025 High School Graduation Exam, and his delegation inspected the exam marking work in a number of localities. According to the Deputy Minister of Education and Training's assessment, through the direction, monitoring of the situation and direct inspection in localities, the exam marking work at the councils is being implemented on schedule and according to regulations.
The answers for 11 high school graduation exam subjects according to the 2018 General Education Program have been announced by the Ministry of Education and Training. In addition to literature, which is an essay exam, graded in two independent rounds, multiple-choice subjects are graded by machine with specialized software provided by the Ministry of Education and Training.
The Ministry of Education and Training also noted that during the marking process, if unusual phenomena appear such as too many papers with scores that are too high or too low, the councils need to review and reconsider to ensure fairness and the rights of candidates.

Mr. Pham Ngoc Thuong emphasized that open guidelines allow recognition of creative, proactive, and independent thinking elements of candidates. However, the essay must meet the output standards and criteria of the general education program as well as the issued marking guidelines. With open questions, students have more opportunities to promote their initiative, creativity, and clearly express their thinking and opinions not only in writing the essay but also in the learning process and other forms of assessment.
Regarding subjects that are of particular interest to the public regarding their difficulty level, such as math and English, Deputy Minister Pham Ngoc Thuong said that after the exam ends and there is sufficient data, the Ministry of Education and Training will comprehensively and comprehensively evaluate the 2018 General Education Program. At the same time, it will review and learn from the limitations in organizing this year's exam, thereby having a basis for adjustment and improvement for the following years. The general goal is to aim for the real results of the candidates, ensuring the legitimate rights of the candidates in this exam.
Scores of 8.5 - 9 are very rare
According to the plan, on July 8, Ho Chi Minh City will complete the grading of the 2025 high school graduation exam for the literature subject. According to many examiners participating in the grading, the highest score recorded during the grading process is around 6.5 - 7 points.
The 2025 high school graduation exam is the first exam under the 2018 General Education Program, with many important changes in exam questions and testing and assessment methods.
Although the main theme of this year's literature exam did not surprise many candidates, the number of high scores in this subject was not many. This teacher analyzed that along with the exam, the answers and marking instructions are also presented coherently and clearly, meaning that the candidates will be scored according to their performance, there is no way to loosen up or save the candidates.
For example, the above teacher said that in the reading comprehension section, in each requirement of the exam, candidates are required to identify the core of the problem to answer, there is no way to present a rambling, lengthy answer, while having no idea and still get points. For example, in the third requirement of the reading comprehension section, after candidates have to point out the comparative rhetorical device, they also have to analyze 2 effects of this device to get 1 full point, but not many candidates get a perfect score in this question.
"With the 5th question of the reading comprehension section, many candidates, although finding similarities in meaning between the two texts, presented the questions unclearly, with many duplicated ideas. On the contrary, some of the answers followed the exam requirements like a multiple choice test, only bullet points, and had no literary meaning" - this teacher said.
The most common point in this year's exam, according to many examiners, is that there were no lengthy, multi-page papers. According to one examiner, among the graded papers, the highest score recorded was 9, which is a paper that correctly and fully answers the requirements of the question, in addition to other factors such as presentation, spelling and coherent writing style but not stiff or forced.
According to this examiner, before the Ministry of Education and Training announced the exam answers, many were concerned that there would be many off-topic answers in the writing section, but when grading, almost no exam papers were off-topic. This section clearly differentiates the ability of each candidate, demonstrated by accurately recognizing the content of the question to answer the right focus, in accordance with the word count.
The easiest question to score and also the easiest to lose points is question 2 of the writing section. An examiner analyzed that although the topic is familiar to most candidates in the context of the country's many major changes, not all essays meet expectations. In this question, the essays that score nearly full marks are those of candidates who are able to grasp the current reality to put it into the exam in a close, vivid, and practical way. There are essays that are long but empty, not specific, and have no elements that relate to the current reality of life.
According to the plan, after completing the grading work, on July 9, the HCM City Department of Education and Training will connect the essay test data. From July 10 to 11, the test results will be compared. From July 12 to 13, the total scores will be combined and a CD containing all the test score data will be recorded.
Send exam results data on July 13
According to the regulations of the Ministry of Education and Training, the provincial examination councils will summarize the exam marking work and send the exam results data to the Ministry of Education and Training no later than 5:00 p.m. on July 13. After that, the examination councils will announce the results of the 2025 high school graduation exam at 8:00 a.m. on July 16. The Departments of Education and Training and high schools will complete the recognition of high school graduation by no later than July 18. The Department of Education and Training will announce the high school graduation results by no later than July 20. The units will print and send the exam result certificates to the candidates no later than July 22.
The collection of appeal applications and the preparation of the appeal list will take place from July 16 to July 25. The organization of the exam appeal (if any) will be completed no later than August 3.
