Gia Lai adjusts focal point for implementing public investment projects in the Western region

In the western region of Gia Lai province, 52 public investment projects with a total capital of VND 2,740.53 billion were managed by the Regional Project Management Board; 416 projects under the national target program were transferred to communes and wards for implementation.

Project on Investment in construction of technical infrastructure works for residential area on Nguyen Van Linh street, the focal point for assigning capital plan was transferred from the Pleiku area Investment and Construction Project Management Board to the People's Committee of Dien Hong ward.

At the 3rd Session (special session), the People's Council of Gia Lai province, term XII, term 2021 - 2026, the People's Council of Gia Lai province passed a Resolution to adjust and supplement the medium-term public investment plan for the period 2021 - 2025 of Gia Lai province.

According to the report of Gia Lai Provincial People's Committee, the adjustment of the focal point for assigning the project portfolios previously assigned to the Regional Project Management Boards to the communes and wards for continued implementation (for projects in the old Gia Lai province) is based on the principle that projects in which communes and wards are assigned to that commune and ward for continued implementation.

For projects passing through many communes and wards, the province assigns them to the locality with a larger implementation volume to continue implementation.

According to the resolution, projects in Gia Lai province before the rearrangement will have their 2025 public investment plan assignment focal point adjusted for district-level projects using support capital from the provincial budget.

Including, 56 projects with a capital of 3,121 billion VND previously assigned to the Regional Project Management Boards for implementation were transferred to the Provincial Construction Investment Management Board to implement 4 projects (381.4 billion VND) and communes and wards to implement 52 projects (2,740.53 billion VND).

Regarding the national target program, the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas has 19 projects (total capital of over 537.48 billion VND) that have been adjusted from the Regional Project Management Board to communes and wards; 294 projects (294.22 billion VND) previously assigned to districts, towns and cities have also been transferred to communes and wards for direct implementation.

Similarly, with the National Target Program on New Rural Construction, 15 projects (VND 129.68 billion) from the Regional Project Management Board were also assigned to commune and ward levels for implementation; 88 projects (VND 91.18 billion) previously assigned to districts, towns and cities were also transferred to communes and wards for direct implementation.

At the meeting, regarding the adjustment of focal points, Mr. Tran Cang, Director of the Department of Finance of Gia Lai province, said that after implementing the 2-level local government, in the East of Gia Lai province, the district-level Project Management Boards all ceased operations, and the apparatus was arranged at the commune and provincial levels.

However, in the western region of Gia Lai province, the entire project management board and its tasks were transferred to the Western Region Project Management Board, but the provincial leaders found it inappropriate. Therefore, the Gia Lai Provincial People's Committee decided to transfer the Regional Project Management Board to the Central Region Project Management Board.

In addition to adjusting the focal point, the Gia Lai Provincial People's Council also approved the content of adjusting and supplementing the total source of the medium-term public investment plan for the period 2021 - 2025.

Specifically, Gia Lai province supplemented the medium-term public investment plan for the 2021-2025 period with central budget capital from the increased central budget revenue in 2024 with an amount of VND 1,500 billion to implement the Project of Construction of Runway No. 2 and synchronous works at Phu Cat Airport (invested by the Provincial Traffic and Civil Works Project Management Board, total investment of VND 3,246 billion).

As of August 15, 2025, Gia Lai province's disbursement value of the 2025 public investment capital plan is VND 8,017.5 billion/VND 13,983.7 billion, reaching 57.33%.
Of which, the provincial budget capital has a disbursement value of 6,440.2 billion VND/10,715.8 billion VND, reaching 60.10%; the central budget capital (including ODA) has a disbursement value of 1,577.3 billion VND/3,267.8 billion VND, reaching 48.3%.
According to the People's Committee of Gia Lai province, during the implementation of administrative unit arrangement in 2 provinces (Gia Lai and Binh Dinh), the implementation of activities according to the 2-level local government model (provincial and communal levels) encountered some difficulties in disbursing public investment capital.
The reason is the change in authority, organizational structure, project management process... leading to disruption of the entire implementation process, disbursement of public investment plans from entering the Tabmis system, project approval, project adjustment, project implementation and disbursement of capital plans... especially projects previously invested by district level, projects under National Target Programs.
The target set by the Chairman of the Gia Lai Provincial People's Committee is to reach over 60% by the end of the third quarter of 2025; over 90% by the end of the fourth quarter of 2025 (the 2024 capital plan is allowed by the competent authority to be extended to 2025 to reach 100%) and by January 31, 2026, strive to disburse 100% of public investment capital.
