Gasoline prices increased for 3 consecutive sessions

(Dan Tri) - During the adjustment period on September 4, gasoline prices continued to increase. After the adjustment, retail gasoline prices fluctuated between 19,850 and 20,430 VND/liter.

On the afternoon of September 4, the Ministry of Finance and the Ministry of Industry and Trade jointly announced changes to retail gasoline prices. The effective time is from 3:00 p.m. the same day.

The regulatory agency decided to increase the price of E5 RON 92 gasoline by VND80 per liter and RON 95 gasoline by VND70 per liter. After adjustment, the retail price of E5 RON 92 gasoline is VND19,850 per liter and RON 95 gasoline is VND20,430 per liter.

Diesel oil increased by 120 VND/liter to 18,470 VND/liter, kerosene increased by 90 VND/liter to 18,310 VND/liter; fuel oil increased by 110 VND/kg to 15,370 VND/kg. The management agency still maintains not to draw from or spend from the price stabilization fund.

Thus, domestic gasoline prices have increased for three consecutive sessions. Since the beginning of the year, RON 95 gasoline has increased 21 times and decreased 16 times. Diesel has increased 18 times, decreased 17 times and remained unchanged once.

The fuel price stabilization fund of some key enterprises still recorded a large positive level because this fund has not been used in many recent management periods. The fund balance as of the end of the first quarter was more than 6,079 billion VND. Of which, the balance at the Vietnam National Petroleum Group ( Petrolimex ) accounted for half, at 3,082 billion VND.

The Ministry of Industry and Trade is seeking comments on a draft Circular regulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam. The Ministry proposes that in phase 1 (from January 1, 2026 to 2030), all gasoline blended, mixed, and sold for use in gasoline vehicles nationwide will be E10 gasoline.

Phase 2 (from the beginning of 2031), all gasoline blended, mixed, and sold for use in gasoline vehicles nationwide will be E15 gasoline or bio-gasoline with other blending ratios prescribed by the Minister of Industry and Trade.

With domestic gasoline consumption estimated at 12-15 million m3/year, the amount of ethanol needed for blending is about 1.2-1.5 million m3/year. Meanwhile, domestic ethanol production capacity is currently only 450,000 m3/year, equivalent to 40% of demand, the rest must be imported.

Previously, from August 1, the two largest petroleum enterprises in the country, Vietnam National Petroleum Group (Petrolimex) and Vietnam Oil Corporation (PV Oil), piloted the sale of E10 gasoline in Ho Chi Minh City, Hanoi and Hai Phong.

Petrolimex is piloting the sale of E10 gasoline at 36 gas stations in Ho Chi Minh City (before the merger). PV Oil is piloting the sale of this gasoline at 4 gas stations in Hanoi and 2 in Hai Phong. Gas stations selected to pilot the sale of E10 RON 95 gasoline will stop selling E5 RON 92 gasoline.
