
Deeply aware of the meaning, effects and importance of Party discipline enforcement, in recent years, the Provincial Party Committee and the Provincial Party Committee Standing Committee have focused on leading and directing Party committees and Inspection Committees at all levels in the Provincial Party Committee to actively study, learn, disseminate, thoroughly grasp and fully and promptly implement the Party's guidelines and policies, the State's policies and laws, resolutions, directives, decisions and conclusions of the Central Executive Committee, the Politburo , the Secretariat and the Central Inspection Committee on Party inspection, supervision and discipline work to cadres, party members and civil servants in the Party Committee. The focus is on Regulation No. 22-QD/TW, dated July 28, 2021 of the Central Executive Committee on Party inspection, supervision and discipline work; Regulation No. 24-QD/TW, dated July 30, 2021 of the Central Executive Committee on the implementation of the Party Charter; Regulation No. 37-QD/TW, dated October 25, 2021 of the Central Executive Committee on things that Party members are not allowed to do; Conclusion No. 34-KL/TW, dated April 18, 2022 of the Politburo on the Party's inspection and supervision strategy until 2030; Regulation No. 69-QD/TW, dated July 6, 2022 of the Politburo on discipline against Party organizations and Party members who violate the Party's regulations.
The Provincial Party Committee issued Resolution No. 06-NQ/TU dated May 7, 2021 on continuing to innovate and improve the effectiveness of the Party's inspection and supervision work in the new situation. Regulations on coordination between the Provincial Party Committee's Inspection Commission and agencies and units in performing the Party's inspection, supervision and discipline tasks and documents of leadership and direction guiding the implementation of inspection and supervision work in the entire Party Committee. Directing Party committees, Party organizations and Inspection Commissions at all levels to develop and promulgate working regulations of Inspection Commissions at all levels for the 2020-2025 term; develop and organize the implementation of the full-term and annual inspection and supervision programs of Party committees and Inspection Commissions at all levels to comprehensively ensure the political tasks of the locality and issues of public concern.
On the basis of the policy and direction of Party disciplinary action that does not replace administrative and collective discipline, Party organizations, after reviewing and handling Party discipline, direct responsible organizations to review and handle administrative and collective discipline in a synchronous and timely manner. At the same time, Inspection Committees at all levels strengthen inspection and supervision of Party committees and Inspection Committees at lower levels in enforcing Party discipline, promptly detect cases of non-compliance with principles, procedures, processes, authority, and seriousness in order to correct and rectify. Since the beginning of the 2020-2025 term up to now, Party committees at all levels and Party cells have disciplined 1 Party organization and 606 Party members (a decrease of 4 Party organizations, an increase of 367 Party members compared to the same period, 2015-2020 term).
The review and implementation of discipline is carried out seriously, ensuring the correct direction, motto, principles and procedures. The process of reviewing and handling discipline is fair, strict, reasonable, objective and democratic, so party organizations and party members voluntarily comply. The number of party organizations and party members who complained only accounts for 0.3% of the number of party organizations and party members who were disciplined. Through the implementation of discipline, party members and party organizations that violated the law clearly recognize their shortcomings and violations and take measures to overcome and improve. The timely handling of discipline has had a positive effect in educating , preventing and deterring party organizations and party members, serving the requirements and political tasks, Party building work in the locality, and consolidating people's trust in the Party.
In order to strictly maintain Party discipline and successfully implement the goals set out in the Resolution of the 14th Provincial Party Congress, in the coming time, under the leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee, Party committees and Inspection Committees at all levels in the Provincial Party Committee will continue to promote the achievements that have been achieved, step up propaganda, dissemination and thoroughly grasp the Party's resolutions, directives, regulations and guidelines on inspection, supervision and discipline enforcement of the Party; strengthen training and fostering of cadres of the Party Inspection sector in a professional direction. Regularly carry out inspection and supervision of the implementation of Party discipline by Party organizations and superior-level Inspection Committees on Party organizations and subordinate-level Inspection Committees to promptly rectify and handle errors and violations in the implementation of Party discipline. In particular, it is necessary to seriously and resolutely handle violations in accordance with the motto "no forbidden zones" and "no exceptions" throughout the Provincial Party Committee.
