Hanoi responds to heavy rain, ensures dike safety

Faced with the forecast of widespread heavy rain due to the tropical depression intensifying into a storm, the Hanoi Department of Agriculture and Environment requested the People's Committees of communes and wards, along with relevant departments and branches, to urgently deploy response measures.

Specifically, communes and wards must review and be ready to evacuate people from areas at risk of deep flooding and unsafe conditions; proactively arrange forces and vehicles to support movement and ensure people's safety. At the same time, it is necessary to immediately deploy anti-flooding plans and keep traffic flowing on main roads and central areas, especially during the grand celebrations of the 80th anniversary of the August Revolution and National Day on September 2.

The Department also requested irrigation companies to proactively drain buffer water, prevent flooding for agricultural production, industrial zones, and residential areas; and take advantage of harvesting agricultural and aquatic products according to the motto "green house is better than old field" to limit damage. In addition, communes and wards along the river must increase patrols, inspections, and promptly handle incidents, especially in dike sections that have been eroded and cracked. Electricity and telecommunications sectors must increase inspections, strengthen systems, maintain communications, and provide safe power before, during, and after storms.

Previously, the Ministry of Agriculture and Environment had sent an official dispatch requesting Hanoi to urgently handle incidents on some dike lines that appeared after the flood of storm No. 5. Hanoi needs to mobilize forces, materials, and means to handle the situation from the first hour, not letting the incident spread; consider the locations of cracked and landslide dikes as key points, and develop and deploy specific protection plans for each section. Localities need to closely monitor the flood situation and promptly report to the Ministry for coordination and direction.
