Hai Phong prioritizes resources to upgrade dikes

After the merger, Hai Phong city approved the investment policy for four large-scale dike projects with a total investment of nearly VND1,000 billion.

4 large-scale dike reinforcement projects

In order to gradually modernize the dyke system, meeting the requirements of natural disaster prevention, after merging with Hai Duong province, based on the proposal of the agriculture and environment sector, Hai Phong City People's Committee has approved the investment policy for 4 large-scale dyke consolidation projects. These are the Project to Renovate and Upgrade Kinh Thay Dike Line, Da Bac Dike Line in Thuy Nguyen City in the past; Project to Renovate and Upgrade Sea Dyke 3 in Tien Lang District in the past; Project to Renovate and Upgrade Da Vach Right Dike in Kinh Mon Town (old); Project to build 23 new culverts under the dyke.

These projects are implemented simultaneously in localities. The total investment capital is nearly 1,000 billion VND, from the city budget.

According to the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in the City, the project's construction items are invested on a large scale, ensuring the design elevation to prevent storms and floods of level 11-12.

In particular, the Huu Kinh Thay and Huu Da Bac dike upgrading construction investment project will upgrade 17.29 km, 7 m wide dike surface with concrete; build 9 culverts under the dike to replace the old culverts.

Sea Dyke Upgrade Investment Project 3 will renovate and upgrade 4.66 km, 7 m wide dike surface; build 1 culvert under the dike to replace the old culvert.

In the Investment Project for Construction of Sluices Under Weak Dykes, Hai Phong City will construct 23 sluices under the dykes in the areas of An Lao, Tien Lang, Vinh Bao, An Duong, and Thuy Nguyen.

The Da Vach Right Dike Improvement and Upgrade Project in Kinh Mon town will improve and upgrade more than 3.37 km of dike.

Once completed, the projects will contribute to consolidating and upgrading dike works according to design standards, handling weak and unsafe items, improving the safety level of the dike system, proactively preventing storms and floods; ensuring water reserves and improving water quality; creating traffic connections, contributing to production development, and improving the quality of life of people in the area.

Step by step modernization of the dike system

Hai Phong is a coastal city, annually affected by climate change and rising sea levels. On average, each year Hai Phong is affected by 3-5 storms or tropical depressions that make landfall directly, causing damage to dike structures and people's lives. Some major storms in history have caused great damage to dikes. Hai Phong is also regularly affected by floods in the estuary of the Thai Binh River system and upstream floods.

In recent years, the city's dike system has received attention from the central government and the city, with resources invested in gradually completing the items according to the design elevation in each area. Investment has mainly been made in the sea dike system and river dike routes, but they have not been completed, synchronized, and met the requirements of natural disaster prevention in the new situation.

After merging with Hai Duong province, Hai Phong city has large development potential, population and area increase, so the dike system plays an increasingly important role.

Currently, the city has been implementing many projects to develop industrial parks, clusters, economic zones, and commercial areas. Along with investing in socio-economic infrastructure projects, the city is also paying attention to investment resources to upgrade dykes to gradually complete and modernize the dyke system in the area, meeting development requirements.

As a locality with a project beneficiary, Mr. Le Minh Tan, Chairman of Vinh Bao Irrigation Works Exploitation Company Limited, said that when the dike projects are completed and put into operation, the synchronous use of the dike works will be promoted, the regulation of water resources will be well implemented; serving production and people's lives, and natural disaster prevention work will be well implemented for the Vinh Bao area in particular and localities in the city. Thereby, contributing to ensuring the safety of people's lives and property and organizations and businesses to better implement natural disaster prevention, storms and floods, proactively deploying solutions and measures early and from afar, promptly preventing adverse impacts caused by natural disasters.

Mr. Bui Quang Hoang, Deputy General Director of the Hai Phong City Traffic and Agricultural Project Management Board, informed that the board is actively coordinating with relevant units to complete investment procedures for the projects to be implemented in the coming time. The board is coordinating with localities with projects to prepare well for site clearance conditions to facilitate the implementation of the projects, ensuring the set progress.
