Korea-Vietnam strengthen cooperation in training strategic leaders

A field survey program to develop strategic policy planning capacity for senior Vietnamese strategic leaders was held in Gwacheon (South Korea) from September 22-27.

From September 22-27, a research and field survey program to develop strategic policy planning capacity for senior Vietnamese strategic leaders was held in Gwacheon city, South Korea.

The delegation of 13 high-ranking Vietnamese officials is led by Mr. Nguyen Duy Bac - Deputy Director of the Ho Chi Minh National Academy of Politics .

The program is organized by the Academy in collaboration with the Korea International Cooperation Agency (KOICA) and the National Human Resources Development Institute of Korea (NHI), focusing on digital transformation policies based on Artificial Intelligence (AI), science and technology transformation and innovation.

The program is designed to provide Vietnamese officials with opportunities to access rich, in-depth content on AI-based digital transformation policies, R&D science and technology transformation policies, and learn about Korea's journey in scientific innovation and digital transformation.

During their stay in Korea, the delegation also had the opportunity to visit smart manufacturing factories, the Electronics and Information Technology R&D Institute, LG Science Park, the Korea Basic Science Institute, the Science and Technology Human Resources Development Institute, etc.

These activities provided the Vietnamese delegation with a realistic and vivid perspective on innovation practices, as well as successful experiences in developing science, technology and digital transformation in Korea.

The exchange program is carried out in accordance with the policy of the Party and State of Vietnam, which aims to develop the country in a new period, in which digital transformation is considered a strategic breakthrough.

In particular, Resolution No. 57-NQ/TW of the Politburo identified science, technology, innovation and digital transformation as the main driving force and leading breakthrough solution to rapidly develop modern production forces and improve national governance capacity.

The exchange program is a vivid demonstration of the increasingly deep and effective Comprehensive Strategic Partnership between Vietnam and Korea, especially after the recent State visit to Korea by General Secretary To Lam.

In the context of many geopolitical changes, the effective and sustainable cooperation relationship over many years between the Ho Chi Minh National Academy of Politics and the Korea International Cooperation Agency (KOICA) has become more and more effective, demonstrated through many effective programs and projects in the fields of training and research.

A typical example is the Project "Improving the training capacity of Vietnam's leadership and management staff" in the period 2013-2016, helping to train a generation of senior leaders with knowledge and skills suitable for modern management requirements.

Following that success, in the 2016-2018 period, the two sides implemented the research cooperation project “Development Experience Sharing Partnership Program (DEEP) for Vietnam Vision,” focusing on sharing management and development experiences from Korea, thereby orienting Vietnam’s sustainable development.

Within the framework of cooperation projects, the Ho Chi Minh National Academy of Politics has organized six delegations of strategic-level officials, for the 12th Congress term, to study and research in Korea, bringing positive results in both program content and organization.

The program is highly appreciated for its practicality and effectiveness in improving the capacity of Vietnamese leaders.

Currently, the two sides have been implementing the Project "Improving the training capacity of Vietnam's leadership and management staff" for the 2022-2024 and 2023-2025 periods for planning cadres for the 13th and 14th Party Central Committee members, demonstrating KOICA's long-term commitment to supporting the development of high-quality human resources for Vietnam./.
